Pave or Resurface


Repave or resurface was on another thread. What’s the diff?
Who nukes grassy parking lots UCO or the bldg maintenance company?

To my knowledge UCO does not maintain parking lots or parking areas.That is up to who owns the lots. Look to your documents or plot plans for that. Interior "roads" are in most cases part of the buildings parking areas.The roads that UCO actually owns is another matter. When many of the interior "roads" and parking areas were repaved some associations refused to pay for their "parking space areas" and as a result they were not repaved. Some areas at the time had already paid to have their parking areas "sealed" by another method and those areas also were not repaved. Some areas that were repaved had problems with water puddles and the area was paved a second time. People complained about new puddles that just showed up after the repaving that was where they had to walk after getting out of their cars. There are still complaints that the paving raised the level of the parking areas and now water pools between the sidewalks and the parking areas. This entire matter is complicated and before anything is done we need expert advice.Expert advice does not come cheap. Before we know how much to set aside we might need a plan for what is it that we plan to do. There does not seem to be enough time to get all this information before the next budget year but perhaps we need to budget money to hire the expert to advise us for the future.

Thank you for all the detail Larry. A few years ago we were told that we could take paving out of our reserve account sinking fund because UCO was taking over paving. I did not know it was optional, that explains why some areas are so much worse then others. They could buy Roundup.

Next question: The lettering on our bumpers is mostly illegible (poor job, Seacrest refused to redo at no charge) I was thinking of spraying some myself. Any idea if stencils are available for GUEST, I can always try the Home Depot.
One good thing we do not have puddles, or at least none that I would sink in :-)

elaineb, You can get stencils at Home Depot and spell out your own words. Problem you are NOT insured to do work at your building. No compensation insurance. It you get injured you may be putting your building at risk.Sticky problem. No bumpers have perfect lettering anyway. What makes you think that people pay any attention to what the bumper says anyway?

Correction LARRY,

UCO did take over repaving in total! The Associations are responsible for MAINTENANCE prior to the repaving only, including repairs from leaking vehicles, etc.

The paving Reserve fund is woefully UNDERFUNDED and needs life support immediately to cure the damage of continued ignorance of this reserve. Statue requires that a reserve is mandated to fund in the “life” projected by analysis. And only permits that period to be extended: 1. if a certified expert evaluates the periodic repair work completed and does state the life may therefore be extended. 2. The project receives estimates that clearly indicate the Reserve life may be extended, because of good conditions found during the evaluation.
This fund has been ignored for 4 years and we now see not only was the amount severely underestimated, but failed to account for the Scrapping of surface so that the resurface will not add more height which would be disastrous. No increase was provided for by the then Treasurer and recently President in response to Congress’s increase of minimum wage, cost of insurance (up 70 % in CV), cost of Oil (up from 20.00 per barrel in 2002 – now at 125.00 - an over 6 fold increase). Even worse was the continuing life expectance added perilously by this Administration without regard to the Board of Directors need to approve a waiver of the mandatory amount each year when less than required was funded.

Hope this helps clear up this misunderstanding.

Ed I agree that the entire paving issue needs a thorough review and updating.Do we have time to get all the answers before the next UCO budget is in place I do not know. As far as my association is concerned we do now and will continue to have money in the paving reserve account just in case we need it. We also have a reserve for insurance which is a whole other matter.

As we speak there is an ongoing effort to evaluate just how serious the problem is. The results SHOULD be ready for the budget meetings, hopefully!

Larry, we want our building to look spiffy, even bumpers. Home Depot only has <4" stencils, no good. I was hoping someone would say, you can borrow ours??

Every time I think I am asking an innocuous question it turns into a can of worms. No more for awhile.
