Re: Boats and Watercraft
Over the last several months, an issue has arisen regarding the storage of sailboats and other types of watercraft on the lakes and on the shoreline around the lakes within the West Palm Beach Century Village®. As many of you know, UCO is in the process of initiating a shoreline restoration project throughout the entire village. In furtherance of that project and to clarify W.P.R.F., Inc.'s position regarding this matter, I have been requested by the UCO Operations Committee to advise the Century Village® condominium boards of directors and residents that all privately owned sailboats and other watercraft must be removed from the lakes and the shoreline around the lakes within six (6) weeks of the date of this letter. The purpose of this letter is to give sufficient advance notice to allow all boat and watercraft owners to make other arrangements for the storage and use of their watercraft outside of the West Palm Beach Century Village®. The onIy boats and/or watercraft that will be allowed to be used within Century Village® will be those that are owned by W.P.R.F., Inc. and located in the appropriate sailboat area outside of the main Century Village® Clubhouse.
The presence of privately owned boats and other watercraft will present a very serious hazard to life and property if a hurricane, tornado or other natural disaster should strike our community. Therefore, it is imperative that the removal of all boats and watercraft be permanent. There will be no exceptions.
Please keep in mind that the prohibition of boats and other watercraft is contained in the original condominium documents as well as in the 1999 model documents that were adopted by many of the associations within Century Village®. Additionally, the cost of maintenance and repairs to the interior lakes and canals was made a part of the operational rent under the Millennium UCO Amendment to the Long Term Lease and the Operating Agreement attached thereto.
Anyone failing to remove their sailboat and/or other watercraft from any lake and/or shoreline within the West Palm Beach Century Village® before September 19, 2008 shall have their watercraft removed by W.P.R.F., Inc. and stored off site. The cost of removal and storage will then be added to the owner's W.P.R.F., Inc. account. Thank you for your anticipated cooperation in this regard.

If we pay for the frigging banks, then we can store our frigging boats. If Anita Cruz pays for the banks, then maybe she has a claim to remove the boats...maybe!!!

I think that means that "we" UCO did want this to happen, not Anita herself.
Are they starting the repair of the shore line?. If this is the
reason UCO wants the boats removed I understand . If not, why should people have to remove boats at this time?
I think that means UCO does not have the capacity to do its own mailing. Does UCO have accurate database and volunteer mailing crew to mail every resident or every assoc president if necessary? Have they ever done that.
Who got these letters, nothing on the bulletin board? But then we are not waterfront!
It's time for UCO to make a giant leap into the 20th century and send out all official correspondance thru the US mail.
The letter was sent to All Associations. This matter was in part as a condition that shoreline erosion would be on the budget schedule for 2009, which incidentally begins 11-1-08. Additionally, WPRF has awakened to the permissive approach of some Associations permitting storage on WPRF property without authorization (from WPRF) and in total disregard of the very Bylaws under which each Association’s operates, leaving us at risk to the damages occurring and ultimately influencing our Insurance premiums long term.
The liability of such vessels (during tropical storms to hurricanes) is massive and WPRF in not covered, nor are the Associations permitting owners/residents to store without proper preparation for storms. Insurance will not cover our poor judgment or failure to act in good faith. Everyone should easily understand this point.
When the shoreline erosion project completes an area, it would be inconsistent with good common sense to allow owners to launch boats into the canals from any place they choose. Watercraft owners seem to have forgotten this is hurricane season and even the best efforts of the few that have secured boats, will not stand up to the wind storm effects, as the UCO office did not survive, and please remember the Kent and Northampton Roofs lifted off their buildings as well.. Those who have made no effort to place their watercraft into storage for this storm season can only look at themselves for the current results.

Hey Elaine, did your association get a letter? It's not that I don't trust Ed Black, I just don't know whose side he's on.
My President says she has not received any such letter. Maybe its in the mail.
That is a strange remark from anon2:47, I think you owe Ed an apology. We are all working together for amicable relationships, UCO and WPRF. You should be able to see the common sense in Ed's comment.
