“Ever since we were reelected in March of this year, with a 75% majority, an anti-faction took hold, which Phyllis joined after her resignation. This anti-faction decided that our interpretation of the Sunshine Law did not suit them, and at the July 11th Delegate meeting, they introduced a motion which we felt had parts that were unworkable.”

SO just what changed, Mr. Former President?? Anti-faction? Really, we just want you to read the Bylaw duties of the President and TRY to follow those rules rather than Reinterpret what” IS” means.

“Especially problematic were several provisions, among others, one that required all chairpeople to post an agenda 48 hours before their committee meetings. That was so that anyone in the village can attend (all 13,000). We asked only that anyone wishing to attend call the chairperson so that a large enough room could be secured for the meeting. This was denied. The motion called for all meetings (except Nominating or Ombudsman) where a quorum is present must adhere to the 48 hours notice. We pointed out that we have daily meetings of the officers to share in the burden of carrying out the normal operations of UCO. Under this motion, we could no longer do this.”

SO just what changed, Mr. former President?? All meetings of our Associations require agendas WHY shouldn’t UCO follow the same reasoned meeting notice requirements. My God man, even the County Commissioners do the very same thing. Now that you have been nominated again, DOES THIS MEAN YOU ARE PREPARED TO FOLLOW THE RULES AS ORIGINALLY INTENDED and now reaffirmed by your BOSS, the Delegate Assembly, IF ELECTED??

“Some changes were necessary in the motion to make it practical, and thus we asked the delegates to postpone the motion, which was denied.”

Correction Mr. former President, Mr. Shapkin tried to delay the vote on this motion to clarify, even when you had ample opportunity to speak up yourself with VP Silver chairing this meeting. BESIDES YOU WERE OFFERED AMPLE OPPORTUNTITY TO TWEAK THIS MOTION BEFORE THE MEETING EVEN BEGAN, BUT ARROGANTLY REFUSED TO EVEN DISCUSS A REASONED COMPROMISE.

“The delegates were so unruly that Security had to be called. This organized group had only one object in mind, and that was to pass the motion as presented without change. Interpreting their action as a vote of no confidence in the current administration, as titular head, it left me no choice but to resign. I was truly ashamed of the behavior of the delegates and feel I can no longer serve them.”

SO just what changed, Mr. former President?? This organized group is the DELEGATE ASSEMBLY – YOUR BOARD OF DIRECTORS, NOT A BUNCH OF ANTI- ANYTHING, BUT they are clearly for DEMOCRACY!! There certainly was an unruly movement – Mr. Silver who refused to follow Roberts Rules and decided to go into a tangent as a delaying tactic the Assembly recognized as ill-timed and Ill-fated. He even told this august body, “if you don’t like it there’s the door”, and you sat there in approval and supervision of this planned bad behavior.

“Despite all of the above, the mob of delegates voted to tie our hands. I hope that whoever succeeds me can live with these rules.”

SO just what changed, Mr. former President?? Will you stop the games of shifting policy without the requisite meetings at which residents may participate, giving voice to the Delegates wanting to attend, or will you continue to act like KING George and throw everyone whose use to you has expired “under the bus”. Just for your information We the people are not a mob, we are your constituents and Board of Directors, please show the proper respect.

I am truly appalled at the concept that the very people that voted to stop this Administration from ignoring the Board of Directors and their own constituents, are now even considering reelecting those who made the 7-11-08 meeting the complete fiasco it was. Mr. former President wrote "I was truly ashamed of the behavior of the delegates and feel I can no longer serve them”. UNFORTUNATELY WE SHOULD ALL BE ASHAMED OF THE PLANNED BAD BEHAVIOR OF BOTH THE President, as titular head, and the Vice President for their performances and whose behaviors will live in infamy.

MY NAME IS PHYLLIS RICHLAND. I THINK MOST OF YOU KNOW WHO I AM. I AM RUNNING FOR THE VACATED SEAT OF PRESIDENT OF UCO. I THINK MY RECORD SPEAKS FOR ITSELF BUT IN CASE SOME OF YOU ARE NOT SURE OF WHO I AM AND WHAT I HAVE DONE , HERE IT IS.

FOR THE PAST 5 YEARS I HAVE BEEN A VICE PRESIDENT OF UCO. AND FOR THE 5 YEARS BEFORE THAT I HAD WORKED WITHIN UCO IN VARIOUS POSITIONS. STARTING AS A MEMBER OF THE FINANCE AND ADVISORY COMMITTEES, THEN CHAIR OF THE LIFT COMMITTEE . I WAS AND UNTIL RECENTLY HAVE BEEN A MEMBER OF THE EXECUTIVE BOARD AND AS A VICE PRESIDENT SERVED ON ALMOST EVERY OTHER COMMITTEE IN CENTURY VILLAGE. ALL AS A VOLUNTEER AND ALWAYS WILLING TO GO THE EXTRA STEP TO SERVE THIS VILLAGE AND OUR RESIDENTS.

I HAVE ALWAYS HELD THE WELFARE AND SAFETY OF OUR ELDERLY AS A PRIORITY AND I HAVE BEEN AVAILABLE TO ALL THE ASSOCIATIONS IN MY QUADRANT AND OTHER QUADRANTS TO HELP IN ANY WAY I COULD.

EVEN THOUGH I AM NOT AN OFFICER AT THIS TIME I AM STILL HELPING THOSE THAT CALL ME AT HOME.

SO, I WOULD REALLY APPRECIATE YOUR VOTE. I HAVE MANY FORWARD THINKING IDEAS THAT WOULD MAKE CENTURY VILLAGE AN EVEN GREATER PLACE TO LIVE AND PLAY.

ALL MEETINGS IN MY ADMINISTRATION SHALL BE NOTICED IN THE UCO REPORTER BY WAY OF A PULLOUT THAT CAN BE TACKED ON YOUR FRIDGE. THIS NOTICE SHALL ADVISE THE TIME, PLACE AND DATE OF THE MEETING AND THE COMMITTEE NAME.

I WILL CALL IN AN ACCOUNTING FIRM TO DO AN AUDIT DUE TO THE FACT THAT THE PRESIDENT AND THE TREASURER HAVE BOTH RESIGNED. (ALTHOUGH A FORMAL RESIGNATION HAS NOT BEEN RECEIVED FROM THE TREASURER AS OF THIS WRITING)

I WILL ESTABLISH A VOLUNTEER COMMITTEE AND APPOINT A CHAIR THAT IS CAPABLE OF REACHING OUT TO THE VAST RESERVOIR OF PEOPLE WE HAVE IN CENTURY VILLAGE , TO SERVE IN A PROFESSIONAL WAY.

I WILL ESTABLISH THE KIND OF RELATIONSHIP WITH WPRF THAT HAS BEEN MISSING IN THE PAST.

I WILL NOT BE AFRAID TO SPEND MONEY IF IT IS NECESSARY TO BRING THIS VILLAGE TO A PLACE OF PRIDE.

I WOULD WANT EVERYONE TO KNOW THAT ANYONE CAN COME TO ME WITH ANY SUGGESTIONS THAT WILL MAKE OUR LIVES BETTER HERE.

I HAVE ORGANIZED HEALTH FAIRS AND BLOOD DRIVES.

I BROUGHT THE DMV ONTO THE CAMPUS TO HELP THOSE THAT NEEDED UPDATES IN LICENSES, NEW PHOTOS, NEW SIGNATURES,ETC.

I HAVE PARTNERED WITH OUTSIDE AGENCIES AND POLITICIANS TO BRING HELP TO CV IN TIME OF NEED. THESE AGENCIES HAVE ALSO GIVEN HELP TO INDIVIDUAL RESIDENTS ON PRIVATE LEVELS.

ANYONE CAN MAKE A PROMISE. I WILL TELL YOU THAT I AM ABLE AND WILLING TO TRY TO DO MY BEST FOR THIS VILLAGE AND THE PEOPLE THAT LIVE HERE. THIS IS MY HOME. I TAKE GREAT PRIDE IN IT. I WANT TO SEE IS GROW AND BE BETTER THAN IT EVER WAS. IT CAN BE. IT WILL BE. MAYBE NOT RIGHT AWAY. CHANGE TAKES TIME. BUT WITH YOUR HELP IT CAN BE DONE.

I DID A LOT WHEN I WAS VICE PRESIDENT OF UCO AND BECAUSE I DID IT WE HAD IT.

Is anyone setting up a meeting for the delegates to meet the candidates before the election? Two would be even better. There could be one before the nominations for those that want to be nominated and one for those nominated on a day before the election.

How many delegates would like to see a candidate run for President of UCO against the incumbent?

If there was a motto in the political community, today … it is certainly “CHANGE”.
It is all you hear on the news. Both Democrats and Republicans are speaking of it. People want to see a democracy where little people, like us, have a voice. Just like this Blog, not restricted because of your content or opinion
If you believe changes should occur, how many delegates agree with you and would vote for this CHANGE?
