As promised, I have tweaked the "Open Meeting Resolution" to permit the Officers' Committee to handle the day to day business of UCO without the notice or agenda requirements contained in the original Resolution. This proposed amendment will likely be presented to the DA on 08/01/08 for their consideration. If approved, the original "Section 3" becomes "Section 4"

Section 3: THAT the Officers’ Committee shall be exempt from these meeting provisions in order to make the mundane and low impact decisions necessary to be made on a regular basis, except, that the monthly meetings or Special Meetings or any “casual gathering” on matters that require the approval of the Executive Board and/or the Delegate Assembly shall be bound by the provisions of this Resolution. The minutes of ALL Officers’ Committee Meetings, except for meetings with an attorney regarding proposed or pending litigation, shall be presented in written form to the Executive Board and Delegate Assembly on a monthly basis; and

Randall, perhaps it is time to convene a meeting of the Advisory committee for the purpose of discussing this proposed change.
Of course, once discussed at this committee it must then go the approval route as outlined in the by-laws.

Here we go again. Trying to evade the very things that brought us to today.
What happen to the issue of proper notice? Bob Marshall is right, do this thing the proper way. It appears that Randall is trying to right a wrong, the wrong way.

Convening a meeting of the Advisory Committe is nice, but there is no President to OK my new selection of members at this time.
If I present this needed amendment to the approved resolution, it will immediately upon approval "untie the hands of the Officers' Committee". Since the resolution and the proposed amendment is not the product of the Advisory Committee, it need not go through the Executive Board to be voted upon by the Delegate Assembly. I will present it on Monday at the EB and have no doubt that they will recommend its approval.

The "wrong" was passing a resolution that was flawed. Now the "wrong" has to be fixed. It makes the most sense to get it "right" and have it go through the "right" procedures as outline in the UCO bylaws.
There will be an officers committee meeting and a executive board meeting BEFORE the next delegate meeting.
"Flawed"? I rather thought it was wonderfully incomplete. Can't you see how much has been accomplished as a result of the DA approval of this Resolution in its original form? The tweaking has been done, and all that remains is for me to present it to the DA as a motion to amend the resolution to include the new Section 3.
As for your statement of employing the "right procedures"... As a Delegate I have the right to make motions from the floor of the DA. This is NOT A BYLAW AMENDMENT and this is NOT THE PRODUCT OF A COMMITTEE. Please carefully read the following extract from the UCO BYLAWS.
ARTICLE VIII (A)
3. Appointive committees shall report and make recommendations to the Officers’ Committee, which shall consider those reports and submit them to the Executive Board. The Executive Board shall consider the recommendations received from the Officers’ Committee, take actions concerning them, and/or refer them to the Delegate Assembly.
Kindly be patient, and if at all possible, a little less critical. I am on your side!
In addition, on Monday morning I presented this proposed Resolution Amendment to the two remaining Vice Presidents for their review.

It seems that everybody is a little testy right now. Hopefully the election on August 1, will resolve the problem. On the other hand the president and one vice president will serve for only eight months. Eight months of more politicking? Fortunately the nation presidential race will be over before that and we here in the village can concentrate on our own presidential race.
