Ed you said “UCO has exceeded its authority in a number of ways, ... This total disregard of principals of operation is totally unacceptable and must stop!” Do you have a list of UCO breaches? I have a copy of the 2005 Bilateral Agreement, although my Assoc did not sign, so I see where your terminology is coming from.

1-4-08, President Loewenstein neglected to ask for a vote to approve the minutes or the Treasurers report.
Since not-for profit corporations, operating under statue 617 allows for considerable latitude, both of the above became moot, when no one objected. In simple terms “mistakes”, when no one objects, such errors or omissions “self cure”.
Legal opinion repeatedly confirms that it really does not matter if your Association signed; you have been doing business with UCO as though you had signed and have accordingly ratified the principals of the Bilateral Agreement. This means UCO must uphold all the terms of the Agreement and they have failed to do that!
We need an Executive Director who will follow all the rules and lead the Village out of the political nonsense and provide expert leadership and suggestions for improvement without the fear of offending “the way we have always done it”
It is truly time for the “political” to leave our leadership, for the political to stop doing what gets him or her reelected and turn the page to provide competent leadership, which will be a greater benefit to all Owners.
Unless we object by choosing new leadership in the March elections - all the Breaches continue to "self cure". This is our remedy, so let’s explore our options now!
