Your ADMIN. hears through the Grapevine that some time was spent at today’s Executive Board meeting complaining about this BLOG.

The absurd statement was made that this BLOG is impacting CV Real Estate values; let’s examine the depth of this absurdity.

Can you say National Sub-Prime Mortgage meltdown;

can you say National Credit-Crunch;

can you say Dow-Jones Industrial Average down 2000 points from it’s all time Closing high on October 9th. 2007 of 14,164?

After learning to say and understand all of these things, add the grinding local event of the Multi-million dollar Conflict with WPRF, which is costing us all money with likelihood of significant recovery being slim and none.


What this attack on our BLOG is about is Information Control. UCO controls The UCO Reporter, Channel 63, and of course the CV Q & A. This control assures that all of those channels of “Information” present a homogeneous Fluff and Papp formula for all of the residents to eat.

My reward for publishing this BLOG is that my articles “Tales From the Cold War” are no longer to be published. How petty; but a small price to pay for freedom of speech.

To put it bluntly; UCO you cannot have this BLOG Our Residents deserve better, they have the right to an uncontrolled Forum channel to exchange Information and Opinion.

Deliquent Privilege Loss

Hi all,

FS 718 does indeed provide strong sanctions in the case of delinquency of Fees.

In essence they are:

1) Acceleration of all monies due to the end of the Budget year.(Filing of lien)

2) Charging Interest on amount due up to 18%

3) Administrative/Late fee up to greater of $25.00 or 5% of unpaid balance.

4) Rejection of lease if Unit Owner is in arrears.

No mention of “Removal of Privileges” is contemplated in The Act, so don’t get “creative”
Please read the extracts following:

FS 718.112(g)

g) Assessments.--The manner of collecting from the unit owners their shares of the common expenses shall be stated in the bylaws. Assessments shall be made against units not less frequently than quarterly in an amount which is not less than that required to provide funds in advance for payment of all of the anticipated current operating expenses and for all of the unpaid operating expenses previously incurred. Nothing in this paragraph shall preclude the right of an association to accelerate assessments of an owner delinquent in payment of common expenses. Accelerated assessments shall be due and payable on the date the claim of lien is filed. Such accelerated assessments shall include the amounts due for the remainder of the budget year in which the claim of lien was filed.



FS 718.116(3)(4)

(3) Assessments and installments on them which are not paid when due bear interest at the rate provided in the declaration, from the due date until paid. This rate may not exceed the rate allowed by law, and, if no rate is provided in the declaration, interest shall accrue at the rate of 18 percent per year. Also, if the declaration or bylaws so provide, the association may charge an administrative late fee in addition to such interest, in an amount not to exceed the greater of $25 or 5 percent of each installment of the assessment for each delinquent installment that the payment is late. Any payment received by an association shall be applied first to any interest accrued by the association, then to any administrative late fee, then to any costs and reasonable attorney's fees incurred in collection, and then to the delinquent assessment. The foregoing shall be applicable notwithstanding any restrictive endorsement, designation, or instruction placed on or accompanying a payment. A late fee shall not be subject to the provisions in chapter 687 or s. 718.303(3).

(4) If the association is authorized by the declaration or bylaws to approve or disapprove a proposed lease of a unit, the grounds for disapproval may include, but are not limited to, a unit owner being delinquent in the payment of an assessment at the time approval is sought.

FIELD OF DREAMS

There was light talk of action at the new UCO building site by some of our association neighbors. There appears to be just a trailer. Anyone know anything about this? Right now, when you go to the present UCO office, it is cramped, noisy and filled with people coughing. Let's get that new building started.

For good and ill, the Iraqi prisoner abuse mess will remain an issue. On the one hand, right thinking Americans will abhor the stupidity of the actions while, on the other hand, political glee will take control and fashion this minor event into some modern day massacre.

I am sorry that the last seven times we Americans took up arms and sacrificed the blood of our youth; it was in the defense of Muslims ( Bosnia , Kosovo, Gulf War 1, Kuwait , etc.)
I am sorry that no such call for an apology upon the extremists came after 9/11.
I am sorry that all of the murderers on 9/11 were Islamic Arabs.
I am sorry that most Arabs and Muslims have to live in squalor under savage dictatorships.

I am sorry that their governments breed hate for the US in their religious schools, mosques, and government-controlled media.
I am sorry that Yassar Arafat was kicked out of every Arab country and highjacked the Palestinian "cause."
I am sorry that no other Arab country will take in or offer more than a token amount of financial help to those same Palestinians.
I am sorry that the U.S.A. has to step in and be the biggest financial supporter of poverty stricken Arabs while the insanely wealthy Arabs blame the USA for all their problems.
I am sorry that our own left wing, our media, and our own brainwashed masses do not understand any of this (from the misleading vocal elements of our society like radical professors, CNN and the NY TIMES).
I am sorry the United Nations scammed the poor people of Iraq out of the "food for oil" money so they could get rich while the common folk suffered.
I am sorry that some Arab governments pay the families of homicide bombers upon their death.
I am sorry that those same bombers are brainwashed thinking they will receive 72 virgins in "paradise."
I am sorry that the homicide bombers think pregnant women, babies, children, the elderly and other non-combatant civilians are legitimate targets.
I am sorry that our troops die to free more Arabs from the gang rape rooms and the filling of mass graves of dissidents of their own making.
I am sorry that Muslim extremists have killed more Arabs than any other group.
I am sorry that foreign trained terrorists are trying to seize control of Iraq and return it to a terrorist state.
I am sorry we don't drop a few dozen daisy-cutters on Fallujah.

I am sorry they didn't apologize for driving a jet into the World Trade Center that collapsed and severely damaged Saint Nicholas Greek Orthodox Church - one of our Holy Sites.
I am sorry they didn't apologize for flights 93 and 175, the USS Cole, the embassy bombings, the murders and beheadings of Nick Berg and Daniel Pearl, etc, etc!
I am sorry Michael Moore is American; he could feed a medium sized village in Africa .
America will get past this latest absurdity. We will punish those responsible because that is what we do.
We hang out our dirty laundry for the entire world to see. We move on. That's one of the reasons we are hated so much. We don't hide this stuff like all those Arab countries that are now demanding an apology.
Deep down inside, when most Americans saw this reported in the news, we were like - so what? We lost hundreds and made fun of a few prisoners. Sure, it was wrong; sure, it dramatically hurts our cause; but, until captured, we were trying to kill these same prisoners. Now we're supposed to wring our hands because a few were humiliated?
Our compassion is tempered with the vivid memories of our own people killed, mutilated and burned amongst a joyous crowd of celebrating Fallujahans.
If you want an apology from this American, you're going to have a long wait!
You have a better chance of finding those seventy-two virgins.

CV Early History by William Snyder

There is a fascinating piece of historical writing in the UCO Reporter for us newbies, (if you can follow the fragmented columns from page to page.) I hope this piece can be preserved in an easier to read form and made available at UCO. The Reporter must have enough historical pieces by now to make a book.
Imagine being in the village when it consisted of two competing associations, one group withheld their payments to Management and they were banned from using buses, entertainment, golf and other services. The clubhouse and pools were fenced in, security offices at both gates were boarded up. I think the story of considerable turmoil is an understatement.

I just got off a government web site relative to the ADA act and whom would qualify as disabled:

The Act defines a person with disability to include (1) individuals with a physical or mental impairment that substantially limits one or more life activities; (2) individuals who are regarded as having sch an impairment; (3) individuals with a record of such impairments.

The term "physical or mental impairment includes, bit is not limited to, such diseases and conditions as orthopedic,visual, speech and hearing impairments,cerebral palsy,autism, epilepsy muscular dysthropy, multiple sclerosis, cancer, heart disease,diabetics, Human Immunodeficiency Virus infection, mental retardation, emotional illness, drug addiction ( other than addiction caused by current, illegal use of a control substance) and alcoholism.

WHO OWNS ASSOCIATION PARKING AREAS

Hi All,
There is an incredible controversy swirling on the CV Q & A; hard to believe, given the Published guidlines of that Forum suggesting that "Appropriate" subjects are "Plumbers" "Tile People" and "High School Reunions".

A certain fan of draconian control and regulation would deny us all the right to have visitors who own Motor Homes, RV's and who knows what else would be denied.

What concerns me is the following extract from the thread:

This is a classical example of not reading your documents:

Your basic set of documents contain, among other things, a SURVEY of Association Property.

If you will please examine the survey you will find that Larry Kall is absolutely correct in this case;

The Association owns the Parking spaces as part of the Common Element.

Specifically; each Parking space is designated, initially by the Developer and thereafter by the Board of Administration as a Limited Common Element, for the exclusive use of the each Unit Owner.

While for his/her exclusive use, it is not deeded.

Hence, each Association must make rules for the type, and number of vehicles to be parked therein,
just be careful, as Palm Beach County PZB Code Enforcement is always alert for illegal parking area usage.

anyone who cannot locate their Survey, please publish the name of your association in the Comment Stream and I will give you the specific Book and Page, to be found at the Clerk of Court site.

Family Feud

I noticed in another site a complaint from a resident from a small village. He decided to ask people from his village what they thought of the complaint. It seems one individual is disturbed because other people are allowing their relatives that own RVs and motor homes to park near them while visiting in a guest spot. The complainant says that these are terrible to look at and they are denigrating the small village that they come from. He asks if there is a way to prohibit them from parking near their relatives. He claims the people that live here have forgotten why they moved here. I think that people moved here thinking they would not be chastised for entertaining relatives for a few days. Most people enjoy their relatives visiting occasionally and if the particular relative is trying to sell his vehicle and he has a sign posted in the window really shouldn't make any normal person unhappy. I happen to be one of those relatives that visit. Happily, my relatives look forward to my visit. The question: Does the complainant have any relatives that could visit? Is that why he is against other people welcoming their visitors regardless whether there is a for sale sign on their vehicle or not? Let's be happy for the people that have relatives that visit them.

Whenever I see a post here that feels we are not getting enough contacts, I see pessimism taking place. This is the fourth month of this blog and I think 126 posts for this month, which is not over yet, is darn good. Keep in mind that this is a new medium for Century Village. This is a constant per month growth level. It's time to notice that the blog is succeeding. Mention the blog to your neighbors. Explain to them what the blog is all about. Download a blog that you particularly like and show it to your friends and neighbors and point out the advantage we now have to post an opinion. Early wakeup at Century Village

Does anyone know if there are any rules or regulations concerning what time in the AM excessive noise can be made, such as lawn and/or tree cutting and the use of blowers?

Century Village is a retirement community and people should not be disturbed at 7:30 in the morning!

If there are such rules, who enforces them?

To put it briefly, measurement of Sound Levels are

Best Landscaped Building Competition



Best Landscaped Building Competition is fine idea from Beautification Cmte. May I suggest that any building with an unshielded a/c or dumpster is automatically a loser. Too many naked a/c around CV. Years ago they were all screened by hedges, now people seem to have forgotten that. So please buy ½ dozen cocoplums or some such. Bring the greenery back. This one actually belongs to a building with an extravagant patio, but they have not beautified for passersby on the perimeter road yet.

A message to all my wonderful CV Neighbors

Hello Neighbors,

I just got home and the first thing I did was turn on my computer to see what is going on in our CV Blogger. I was so very saddened to read Mike's Post entitled "Lurkers" and was saddened to read all the comments. It sounds like everyone that has been so involved in keeping this blog going is about to give up.

So please indulge me. I have decided to start my own post and let you, my neighbors know my feelings. I am nobody special, just a person living in CV just like you. I love Century Village so much, truly I do. I feel very safe and very secure living here. I love my neighbors and love my community. I work full time, so I am unable to participate in all the activities and politics as much as I would love to. But I look forward to the day soon that I can retire and can get much more involved and give back to the community just as so many of you have.

The election is over. Your votes have been heard. Please, may we all now unite and move forward for the better of this wonderful place we live. I ask you this, can we please now all get along?

This blog was started by Dave Israel for you. I have never even met the man, but so very much admire him. He has put hundreds and hundreds of hours into this blog to make it better for you. He has made it clear over and over again that all opinions are welcome here. This blog was made to help our community grow and get better and better and better. Won't you please take advantage of the hours that Dave Israel put in for all of us?

Please, open your hearts and open your minds and communicate!!!! It is the only way it can be done. "Communication" is a wonderful, wonderful thing. We will all win!!!

If you feel changes are needed, this is the place to speak up. You have been given a voice and you can be heard!!! Please don't so easily let that go. Let yourself be heard here!!! This is the place!!! Criticism can be a wonderful wonderful thing - but it needs to be done in a constructive way, never to offend. If you don't like something, write about it, write it here. But do it in a way that will not alienate people, but bring them together for the good of us all. We need to be positive - not negative. Good things can happen from this blog if you will only open your minds and open your hearts, and let them happen.

I have met so many, many wonderfully educated people in this community, with so much knowledge that they can and will share with us if we just allow ourselves to listen.

If you don't like the way something is done, make suggestions and then follow up by offering your service to be a volunteer and work to make these changes happen. Volunteering is a wonderful thing.

But also, the people who we have voted in to make the decisions for our community must be willing to keep their minds open and listen to those voices of the people who gave them their vote.

This blog cannot continue with so few voices being heard. I, as your neighbor, beg of you, if you are online and able to communicate with us, do so. It is a good thing. Don't be negative. It doesn't help anything or anyone and it won't work. Come, tell us how you feel about anything. We will listen. We want so much to listen to your words. We care about how you feel.

INSURANCE for LONG-TERM CARE

Writing a whole blog on long term care insurance is too much, sorry Dave.
If you are considering this insurance it can be a snake pit, so I recommend that you go to the library and read up such books as J.K. Lasser’s Choosing the Right Long-Term Care Insurance, and Phyllis Shelton’s Long-Term Care, Your Financial Planning Guide.
Do not think the people who come to pitch their product will be well informed. My salespeople were uninformed, untrained in the product, young, and aggressive.
The letter that I wrote to extricate myself from the clutches of an insurance Co. follows as the next comment. Most disturbing was that they “could not give me any numbers, prices, and details until I signed up and gave them a check”.

Fine Tuning Channel 63

If the powers that be want Channel 63 to be taken seriously, here's what I'd do:

People don't watch it because they see it as nothing but plugs for the community bulletin board. Every five to ten minutes, they should put up a practical message - a meeting date, deadline for ID registration, clubhouse etiquette - if a time interval is out of the question, then put one of these things on after the 10th message. That way, you don't have need for the scroll; who notices it? Who says, "Oh, did you hear that the new governor of New York is just as freaky as the old one? I got it from the scroll on CNN"?

If you have a suggestion for our administration, make it politely here. Hillary's Veruca Salt act is not working.

After Christmas, a teacher asked her young pupils how they spent their holiday away from school.

One child wrote the following:

We always used to spend the holidays with Grandma and Grandpa.

They used to live in a big brick house but Grandpa got retarded and they moved to Florida.

Now they live in a tin box and have rocks painted green to look like grass.

They ride around on their bicycles and wear name tags because they don't know who they are anymore.

They go to a building called a wreck center, but they must have got it fixed because it is all okay now, they do exercises there, but they don't do them very well.

There is a swimming pool too, but they all jump up and down in it with hats on.

At their gate, there is a doll house with a little old man sitting in it. He watches all day so nobody can escape.

Sometimes they sneak out, and go cruising in their golf carts.

Nobody there cooks, they just eat out. And, they eat the same thing every night --- early birds.

Some of the people can't get out past the man in the doll house. The ones who do get out, bring food back to the wrecked center for pot luck.

My Grandma says that Grandpa worked all his life to earn his retardment and says I should work hard so I can be retarded someday too.

When I earn my retardment, I want to be the man in the doll house. Then I will let people out, so they can visit their grandchildren.

I was misled, Wellington K is not the worst at all; Northampton, Chatham Isle and towards Somerset have more of a problem. CV has 36,000 linear feet of ‘shoreline’. UCO is reviewing the engineering report and testing of 5 different solutions is ongoing. Up to 5 methods will be used according to the type of erosion. No buildings are about to fall into the water. That’s all the info I have.

While this statement is clearly true for the vast majority of COMCAST's millions of cable customers, here in CV we have a unique situation.

Generally speaking, a Cable TV customer has a Set-Top-Box (STB) sitting on or near his TV. The cable enters the home and is connected to the STB.
A second cable connects the output of the STB to an input of the TV and thus you view your channel of choice.

In CV we have a special enhanced Basic Cable selection of 65 channels which are placed in the Cable frequency band in such a way as to be accessible to the standard tuner of any Cable ready TV; hence, no STB is necessary, and that is the case for the vast majority of 7854 CV COMCAST customers. These Customers will require some sort of intervention when Digital Transition occurs.

A very few CV Customers do indeed have a STB, because they have opted for other Higher Tier services (at extra cost)
that require the STB to receive those services. Those customers are indeed covered by the blanket statement of "painless Digital Transition"


The analog channels to be provided as mentioned in the extracted Comment above are required by law, as Cable companies must continue to provide analog breakouts of Local TV Broadcast stations; Larry Kall advises that COMCAST will provide 12 such channels. This leaves 53 channels to be resolved. Let's look at his issue.

The STB is a sophisticated Radio Receiver with Communications MODEM capabilities, in otherwords, it not only receives signals from the cable, it also transmits signals back to the Headend (Signal source at COMCAST).

In order to continue to receive the remaining 53 channels after Digital Transition has occurred, the safest way to proceed is to have a COMCAST STB attached to EVERY TV in your Unit. Many CV customers have multiple TV sets, so this shapes up as a major undertaking as regards installation and cost, because these STB's are rented out by COMCAST or they may be purchased outright.

Larry Kall is attempting to negotiate the best possible cost for this process.

What alternatives are there?

1) If your TV is Cable-Ready and has a Digital Tuner, you should be ready for Digital Transition, without the need for a STB, unless as noted above you opt for Higher Tier services.

2) If you have an older anlogue model TV, you may purchase an external Converter Box, which must also be Cable-Ready and incorporate a Digital Tuner.

Digital TV Conversion

I would appreciate some advice from some of you tech people out there. There is much confusion and poor information around about the conversion to digital TV. Much of the confusion surrounds the matter of a Digital TV tuner. I have been told that if you have recently purchased TV set with a built in digital tuner you will have do problems after the conversion as your set can receive the new digital signals and the old analog signals. I have been informed by Comcast that they WILL convert about 12 local broadcast channels back to analog and the other 53 channels we get with be digital only. No problem so far.

This s where I need some input- Some people tell me that they plan to purchase an external digital TV tuner from some retailer, connect it directly to their preset TV set and there should be no problem getting all 65 channels no matter how they are sent by Comcast.

Some other people tell me that the external digital tuners will not work unless they are matched to the Comcast system, like a Comcast set top box and at this point Comcast plans to charge a monthly fee in either case. I also know that if you have a or get a Comcast set top box the conversion will be painless.

What I would like to know is DOES AN EXTERNAL DIGITAL TV TUNER WORK THE SAME WAY AS A BUILT IN DIGITAL TUNER? Would Comcast have any way to know if the tuner you have is a built in one or an external one?

On the matter of Notice of Meetings, the following extract from FS 617 is germane, the entire document is well worth reading, if you would understand certain UCO related issues.

CORPORATIONS NOT FOR PROFIT

617.0822 Notice of meetings.--

(1) Unless the articles of incorporation or the bylaws provide otherwise, regular meetings of the board of directors may be held without notice of the date, time, place, or purpose of the meeting.

(2) Unless the articles of incorporation or the bylaws provide for a longer or shorter period, a special meeting of the board of directors must be preceded by at least 2 days' notice of the date, time, and place of the meeting. The notice need not describe the purpose of the special meeting unless required by the articles of incorporation or the bylaws.

C’mon Sal step it up. What was the result of the engineering study on shorelines?
Is Wellington K the biggest problem? I looked at it. I think it could be fixed by a crowd of angry villagers with pitchforks, rocks, and sandbags. The water in the pic is only a foot deep and there is a wide shelf of terra firma under it, growing grass.
No need to panic, except maybe about the cost, but we need more regular bulletins. Please.
