Term Limits for Executive Board Members?

The following is a rough draft of an amendment to the UCO Bylaws regarding term limits for the Executive Board. This matter will be brought before the Advisory Committee for their consideration. Once scheduled, the meeting time/place/location will be properly announced. All constructive comments will be appreciated. I am unable to use the proper amendment protocol (e.g. underlining for additions) in this posting, therefore bolded words are equivalent to underlining.


ARTICLE X
EXECUTIVE BOARD
D. A candidate must be a member of UCO in good standing and he must declare his readiness to serve on at least two committees in order to be eligible to stand for election or be appointed as a member of the Executive Board.
There shall be term limits of two consecutive one year terms for all elected and/or appointed Executive Board Members and shall be retroactively applied and effective as of the election of March 2007. Members who have been appointed by the President are to be considered as having served a full term for the purposes of this section, regardless of the actual time served between election periods. Committee chairs and co-chairs who have been members of the Executive Board for two consecutive one year terms shall be deemed eligible to serve for a third or even a forth consecutive term, providing that they are occupying such position at the time of their election or appointment. Members who have completed their term limits must “sit out” for a minimum of one complete term before becoming eligible for election or appointment to the Executive Board. For the purposes of this section, any Officer of UCO who has been an ex officio member of the Executive Board shall be governed by the same exception provided herein for committee chairs and co-chairs.

Hi Randall,

The only real concern that occurs to me is the problem of getting folks to "step up and volunteer".

This restriction may further exacerbate this problem, although the provision allowing one to run after a one year hiatus does mitigate this concern to a degree; as does the "Committee Chair" proviso.

In an environment of Volunteers, experience is important and without some sort of Apprentice program we could find large blocks of EB members with no background as to Village Operations and extant issues.

Some thought and discussion is needed on this project.

Dave,
Getting folks to step up and volunteer was a primary function of the Nominating Committee in UCO's infancy. If this proposed amendment gains acceptance, candidate searching may again become their additional function.
An apprentice program is a great idea Dave. As you properly stated, more thought and discussion is needed on this project.

Randall, is there some compelling reason for this not to cover all elected officials?

If UCO election history has taught us anything about the the positions of Recording Secretary, Corresponding Secretary, and Treasurer, it is that these are not highly sought after positions. It would take extraordinary efforts to fill these positions should term limits preclude these officers from running for re-election. Since the Treasurer is the Chair of the Budget and Finance Committee, under this proposed amendment, she would be exempt from the two consecutive term limit.

Again, unless an "apprentice program" is created, as per David's suggestion, then this proposed amendment would do more harm than good. There is no doubt in my mind that within Century Village there exists an untapped wealth of potential candidates for every position. The trick is to create an atmosphere within UCO which promotes volunteerism and a program which would bring promising candidates up to speed on the history and functional dynamics of UCO and the Village as a whole.

This can happen by thoseDave, Randall that can and should be the way to proceed to have an
orderly transaction of officials,
with knowledge of duties and responsibilites, Also every position should and must have a person to be able to cover said duties at an instant notice,and those volunteers will be elevated
to their respected positions of expertise with the traning given
to them in the process.This can happen by those in position to not only give the knowledge but also delegate the tasks at hand, VP's
if they do not now have (2) to (3)
persons to assist them with associations meetings or situations
where they don't have to be 24/7
they should,but ever thing has to pass his or her's desk, just (1)ex.
where at times the burden becomes a workable and good enviroment!!

it is time, due to the fact that we have reached a point when we no longer can depend on volunteers to be treasurers or secretaries or presidents or any other position of decission because we need professionalism and experience and responsibility because we have reached a financial and legal status ,i.e. a 6,000,000 dollar organization and we need to get a real business manager or a professional organization to bring uco into a real corporation. not just a make believe mamma poppa club. we need real professionals working for us. and if it needs to cost us a few bucks more it will pay for itself because right now it is costing us and we do not know where our money is going.
