THE GREAT GOLF COURSE FENCE PROJECT

Hi All,

A few points to consider, as regards the fencing of the Golf Course.

Of course, each Association bordering on the Golf Course would have to concur, by written agreement; BUT this is an issue that impacts the entire Village and thus should be voted as a Common expense.

I have run some preliminary numbers;

Measurement of the length of the fence, from satellite imagery, provided by GOOGLE Earth indicates that the distance is approximately 6500 feet, more or less.

Depending on the exact Chain Link fencing selected, and there are many variables; the installed cost for 8 foot fencing would be at least $15.00 per linear foot; Gates would be about $50.00 per linear foot. thus the nominal cost would be no less than $100,000.

This is exclusive of "Climb Resistant" landscaping, which I cannot begin to estimate.

At an emergency meeting on Friday, 16 July 2009, in UCO spaces; a PBSO Officer with 25 years experience on the job stated, that it would be unwise to be in a reactive state, waiting for every move by the owner of the Golf Course.

His recommendation was simple; Budget, plan, and move ahead proactively.
I add my voice to his, in support of the Great Golf Course Fence project.

Having said this, a very significant point is raised by the Pro-Active Committee to save the Golf Course. This point regards Southampton's legal standing provided by the fact that the Southampton PUD (Planned Unit Development) includes both Southampton and the Golf Course on Plat 14 of Century Village. Clearly, the placement of a fence will tacitly indicate to the owner of the Golf Course that we now feel that there is no such connection. It is the opinion of the UCO Attorney that the fact that both are on the same Plat gives Southampton definite standing to say yes or no to the proposed Development. Additionally, there is the Plat Restriction assigning the Golf Course to remain, In Perpetuity, for Golf course purposes only.

It is fair to say at this point that, "the fat is in the fire"!!

I think we should all chip in for this fence.If it is $100,000 it would cost about $12 or $13 a homeowner. Put that into the maintenance and forget about what the owner is going to do. I think he is just sitting back and waiting for us to approach him on buying the course.

Fence it and be done with it.

At once a 24/7 security patrols . by all security units, and let the new developers if any, put up the barriors
because if we do the fence wrong we will be in deep dodo, what is next razor wire on top guard towers? BY the time of surveyers etc. etc. the cost will be half million, just do not rush for the sack of rushing yes that area is and will be a red zone, best to all.
This economy is in serious trouble I
can't see any buyers or developers in the near future for anything.

#1-I would hope that UCO would take over or oversee the AD-Hoc com. which had no open meetings for others to attend and maybe add a little good advice.
#2 We MUST protect our village and ALL its' residents. I think it should be brought out in the open which bldg(HARD TO BELIEVE)would not want protection. Or is it that ONLY one person is making this decision?
#3 MAYBE A open committee should be set up by UCO to check out the cost factor..agreement to do so by ALL bldgs. involved with their property and the impact of SECURITY
on the VILLAGE...LET's all stick together to get a solution

THE FOLLOWING QUESTIONS DESERVE ANSWERS:

1. When was the perimeter fence installed ??
2. Did the developer install the fence ??
3. Did each respective association install a fence ??
4. Why wasn't a fence installed between the properties of each respective association and the golf course ??
5. Previously, couldn't some "golfer" from outside just walk into Century Village ??

6. Now that the golf course is closed, what has changed ??

7. Who has the authority to make this wished-for fence a common expense ??

A fence should have been put up when Levy sold the golf course. It wasn't. Now is the time to act and stop haggling about it. Yes, money is tight but this will be money well spent and a fench very much needed. Whether the golf course is built on or not we need to complete enclosing our village then plant trees as well as we have on Haverhill.

The budget for 2009 is showing a surplus for the year with a number of items adding to that projected number.
I, too, believe we should complete a fencing of the entire area currently exposed along Haverhill!

This project would restore security for the village and we all benefit from that. Any other stopgap measures, including an addition Guard or additional rover vehicle would, at best, be “hit or miss”.

We should bid out the process immediately, seek emergency relief for the variance required for the 8' fence we prefer, and vote on this at the August Delegate Assembly.

Dave....What is the status of the golf course now? Is it up for sale?....is there developers interesting looking to buy it? or is it in the state of suspended animation?

The golf course is not for sale.
The current owner Andrew Waldman wants to develop his property with Residential Housing.

I would not count on "suspended animation"

Dave, you say that minimum cost for fence would be $100,000. Ken says (in comment under Dave's earlier "Golf Course News" blog) possibly up to $150,00. There is also apparently a chance 2009 budget surplus would help substantially.

Going by Ken's "a small $20 investment would raise $150,000" (predicated on 7500 units in Village, I believe) would mean only about $1.67 per month added to condo dues for each condo unit in Village. That isn't much.

Don't add to unit Dues , just make a one time charge to all assocs. of $20 per unit an and be done with it. If it can be done legally this way? Let each assoc. decide if they want to raise their dues. Those that have money won't and those that don't will. Mike
