please post on your BLOG that every delegate or alternate must attend the October meeting (of the Delegate Assembly). there will be a vote to include (a presentation by) the owners of the golf course property at the October 15th., 2009 (special) meeting in the theatre. I have heard , that an impartial mediator will chair that meeting. I do not know who it is, or who will choose this person. I do not know how it will be advertised, or how the word will get out, but I hope the theater is overflowing.
I do know that UCO, ie. George is starting to bend to the will of the people, in that he is agreeing to this.
Please tell every delegate and or alternate to be sure to sit in the designated areas so that all the votes will be counted properly and if any one wants to speak or ask a question he or she does not have to walk down the length of the theatre.
I am an advocate of the development . I feel that it will do nothing but good for the Village and the surrounding areas.
I have been to a meeting with Andrew Waldman (The golf course Co-owner) and I , as a former contractor, can see the development is a good thing.
let us give him an opportunity (to present his vision) without the vitriol and the one sided hysterical commentary.

Reflections on Meeting with Developer of Former Golf Course
I too attended one of the recent small group presentations by Drew Waldman, the developer of the former Turtle Bay Golf Course. It was an enlightening and helpful time, because until then, despite the fact I had been to many delegates meetings, I really didn’t understand what was going on relative to the old golf course. Others who attended felt the same.
Mr. Waldman’s plans are to have moderately-priced housing, varied in style, a maximum of 550 units in all, in a village-type setting—that is, with some small shops and stores for use by the residents. These shops would not be there for use by the general public, but Mr. Waldman would welcome an arrangement whereby people in Century Village could patronize them. In fact, Mr. Waldman made it clear several times that he looked forward to doing almost anything cooperatively with the Village.
I was puzzled when I first saw the large map showing his development and the edge of our Century Village property. There were two large lakes—were they ours? No, they explained, these were lakes on their property that they would build, which would not only provide some pleasant scenery, but also form a kind of buffer zone between their housing and our Village. In other words, their lakes, not their housing would abut our property.
What I learned at this informal meeting was heartening. It seemed from the plans that those Villagers who live with a nice view of the golf course would now perhaps have an even nicer view with the lakes and surrounding grass areas. It seemed too that with this buffer zone, we might not have to be as concerned as we were with Village break-ins. The plans, we were told, are not for this to be low-income housing, which might bring in a bad element. It occurred to me that not only the lakes, but their village as well might provide our Village with a buffer zone from crime.
I know nothing about the zoning or legal aspects of this, but I believe Mr. Waldman seemed amenable to our putting up a fence if we wanted to have one. Perhaps in whatever agreements, if any, are involved, this could be written in as okay to do if we felt in the future we wanted it. There is no fence now, as has been noted in this blog. I understand that many Golf’s Edge residents like their view without a fence being interposed. Plus, a fence would be expensive, as Dave Israel pointed out at this meeting, costing maybe well over $100,000.
Something is bound to be done in time about the former golf course land. Turtle Bay was a losing proposition; I think it is dreaming to expect another golf course to take its place. It seems to me that what Mr. Waldman plans could very well be a plus for the Village and the general area in which we live. As one person at the meeting pointed out, the best overall solution for high-crime areas in decline is to step-by-step improve them with good neighbors. This person described how this was done in Hoboken, NJ, a successful effort which then spread to some surrounding towns.
The one thing I am uneasy about is the added traffic. Mr. Waldman did not have an answer for this, saying this would be a matter for the county or town to work out. I would guess at the least it would mean another traffic light on Haverhill between our entrance and Okeechobee.
I would like to see Mr. Waldman be able to present his plans to the officials of the Village and enter into discussions with them. I understand there has been an ad hoc “golf course committee” in the Village for some time. This is fine, and it is quite natural given that these people abut the golf course. But neither they nor groups like the one I attended represent the Village as a whole, and the whole Village has a concern about what replaces the golf course. After Mr. Waldman and his assistants have met as many times as they need to with a legally representative committee of Village officials, then there could be a presentation at a delegates meeting.

Waldman Reflection Bay Development Meetings
Try some truth instead of hysteria and tantrums. Mr. Waldman will present his plans to wider audiences when the snowbirds arrive but for now there are small information meetings in individual condos. Go to one if you have the chance, all questions answered. Mr Waldman brings renderings of his plans and discusses all aspects of security for us and for his gated community. There is a large continuous lake between his area and CV (no boats). The whole area between Southampton and Greenbrier has no building just a long lake, plantings and islands. Only 2 tiny land areas need a fence/barrier. The blog can show plans in a couple of months. The development includes all types of homes, from single family thru flats, pool, amenities, café, park - these all hug Haverhill Road. Any current golf course views are replaced by lakes, fountains, and single family homes across the water.
Nothing is approved at this time.

Thank you for allowing us this opportunity to speak out to all of the Century Village residents, regarding our development of the former Turtle Bay golf course. We have been the stewards of that property for almost six years, and we'd like to share our thoughts and vision for moving forward on the development of this property, which will become Reflection Bay.
Over the past two years, we have had several meetings with a small group of Century Village residents, who led us to believe that they represented all of Century Village. We were under the impression that they were bringing our ideas to you and sharing your ideas with us. However, we have since learned that they have not been straightforward with you or with us. What we would like to share with you is how this property is going to change in appearance and positively impact your lives in Century Village.
Our common boundary will no longer be vulnerable, and will become secure with the development of Reflection Bay. Not only will you have more security, but the area will be landscaped professionally and provide you with even more privacy. We're planning to add citrus groves, flower beds, gathering areas, green space, as well as meandering walkways for your use and enjoyment.
We will continue to work in concert with your security committee and professionals to increase security in the overall area. We have been working with traffic engineers to develop ways to ease the burden of traffic. We don't anticipate this project to add more traffic, but to enhance your access and create a fluid movement of vehicles.
Not only will the property look better and provide you with more privacy and security, but there will be greater tax revenue generated for the benefit of Palm Beach County. This increase in tax revenue will support the county services that we've grown to rely on.

Following is the opening paragraph from a letter to the Editor of the UCO Reporter from the owners of the Golf Course, Anna and Andrew Waldman, I believe that the entire letter will be published in the next Edition. Of particular interest to your BLOGMEISTER, and I suspect to our Unit Owners, is the projected name of the planned Residential Development; Reflection Bay: therein portends a tale!

Golf Course
I was very disappointed at the UCO meeting on Friday when we did not have a more in depth discussion regarding the Golf Course. I think that Al Sharpin is a fool to believe that no one will come into the Village through the golf course or for that matter the low fence on Okachobee Blvd. If we are not going to spend the money now, no matter how much we will at some later date should be rezoned. The county will have more money from taxes on housing than it is on the land now. If some of the associations don't want to have the fence on their common property so be it. At some point later they will see the folly of their ways and then they can pay for the rest of the fence themselves. We are supposed to be a 'gated community'. Does that not mean a fenced in community. We are spending so much money for security. Why, if we are leaving so much of community without security, a fence. I would suggest that we do away with paying for security if we are not secure. Ed Black said that we would have a surplus from our budget. Why not start now on the fence. May I also ask Ed why he did not speak up for the fence during the meeting or Dave. You were both quite vocal on the blog, but in the meeting where it counts, as maybe not all delegates have computers you kept quiet. One way or another, today or tomorrow we will need to secure our community. Why not now. We borrowed money to rebuild UCO office, why not for our security? Where are your brains?

RESPONSE TO THE SHAPKIN ARTICLE FROM THE ACCUSED

May I add, to those of Dave Israel's, my sincerest apologies to my fellow countrymen for being the cause of the recent Anti British outburst published in the current edition of the UCO Reporter.
It seems an enormous pity that the only way most of Century Village became aware of the numerous achievements made by the self appointed 'Golf Course Committee' ( Pro Active Committee for Century Village) was through a hissy fit against the British, thrown by Committee Chairman. Phil Shapkin.
Perhaps if Mr Shapkin, who has now shown himself an able communicator, had used as much time and effort to keep his neighboring buildings informed about the Golf Course their residents and UCO reporter readers would have been spared his lengthy history lesson concerning my ancestry.
Only one member of this committee – the conscientious Dave Israel, has publicly answered questions in an attempt to update information on the not insignificant events surrounding the Golf Course. Mr Shapkin, meanwhile, has maintained silence, secrecy and his personal brand of democracy – locking the doors to his meetings and through whatever means attacking anyone he perceives to have crossed him.
I do not bully my fellow residents, nor do I believe that I , or anyone else for that matter necessarily 'knows what's best for them', and, as a consequence - an event Mr Shapkin took great exception too, I wrote to all our residents asking their opinions, following the closure of the golf course.
Now, several weeks later, Mr. Shapkin, has responded by sharing his personal thoughts on my alleged transgression, through a letter to Southampton B residents. With equal moral blindness UCO published an 'edited' version of this letter in the August UCO Reporter.
The situation all buildings surrounding the Golf Course now face is far from black and white and I make no apologies, for attempting to explain to Southampton B unit owners, the options, possible outcomes and implications. They are genuinely decent people who have a right to know, what's happening on their doorstep. After all, what are we all expected to do - look for a white flag flying over the golf course?
If , as Mr. Shapkin would have us believe this is a battle we just can't lose, wouldn't it have been wise to inform the troops before they left for 'Jolly Old England' or our other summer absentee board members left for Jolly Old Virginia and Jolly Old New York ?
Thankfully, the residents of Southampton B are not as bigoted as Mr. Shapkin and don't appear to have a problem with my Nationality. Nor do they seem to find anything sinister in the use of my and their mother tongue – the English used by most reasonably educated people.
I wonder if Mr. Shapkin has any idea, or for that matter cares , how many people either British or with British ancestry he has offended with his pen ? I doubt it. I doubt too with his, diplomatic skills so transparent anyone in their right mind should expect him to negotiate anything more than a flight of stairs.

4. Why wasn't a fence installed between the properties of each respective association and the golf course ??
ANS: Because the Golf Course was part of the CV Campus, until Mr. Levy sold it.
5. Previously, couldn't some "golfer" from outside just walk into Century Village ??
ANS: Yes.
6. Now that the golf course is closed, what has changed ??
ANS: With the removal of the fence around the Haverhill side parking lot, we now add access by vehicular traffic; that is the only change.
7. Who has the authority to make this wished-for fence a common expense ??
ANS: You, the Unit Owner has that authority, by way of your Delegates at the Delegate Assembly.

THE GREAT GOLF COURSE FENCE PROJECT
Hi All,
A few points to consider, as regards the fencing of the Golf Course.
-
Of course, each Association bordering on the Golf Course would have to concur, by written agreement; BUT this is an issue that impacts the entire Village and thus should be voted as a Common expense.

I have run some preliminary numbers;
-
Measurement of the length of the fence, from satellite imagery, provided by GOOGLE Earth indicates that the distance is approximately 6500 feet, more or less.

Depending on the exact Chain Link fencing selected, and there are many variables; the installed cost for 8 foot fencing would be at least $15.00 per linear foot; Gates would be about $50.00 per linear foot. thus the nominal cost would be no less than $100,000.
This is exclusive of "Climb Resistant" landscaping, which I cannot begin to estimate.

At an emergency meeting on Friday, 16 July 2009, in UCO spaces; a PBSO Officer with 25 years experience on the job stated, that it would be unwise to be in a reactive state, waiting for every move by the owner of the Golf Course.
His recommendation was simple; Budget, plan, and move ahead proactively.
I add my voice to his, in support of the Great Golf Course Fence project.
Having said this, a very significant point is raised by the Pro-Active Committee to save the Golf Course. This point regards Southampton's legal standing provided by the fact that the Southampton PUD (Planned Unit Development) includes both Southampton and the Golf Course on Plat 14 of Century Village. Clearly, the placement of a fence will tacitly indicate to the owner of the Golf Course that we now feel that there is no such connection. It is the opinion of the UCO Attorney that the fact that both are on the same Plat gives Southampton definite standing to say yes or no to the proposed Development. Additionally, there is the Plat Restriction assigning the Golf Course to remain, In Perpetuity, for Golf course purposes only.
It is fair to say at this point that, "the fat is in the fire"!!

UCO and the Golf Course (Part Two)
UCO's ambivalent attitude in regards to taking a pro-resident position concerning the golf course has become incredibly irresponsible and shocking.
Can UCO honestly believe that this issue is not worthy of their active participation? What is UCO waiting for? At the last delegates meeting, why didn't the leadership of UCO bring up the subject and explain how they were going to challenge the Waldman's outrageous attempt to diminish our life style and threaten the future of Century Village? Do they really think, they can sit on the sidelines and do nothing?
In terms of importance, the Levy lawsuit pales in comparison, considering how every resident will be impacted by lower property values, increased security concerns, increased traffic, noise, children, pets and a lack of open green spaces.

WHAT IS PAST IS PROLOGUE
Liar Liar Pants on Fire
Todays Delegate Assembly was punctuated with some animated finger pointing and name calling; herewith some background:
Some four and one half years ago, Mr. Waldman, the owner of our Golf course, made his first effort to cause housing to be built on our Golf Course. In this first effort, he was attempting to sell the property to D.R. Horton; a major builder, who would then build some 600 condo units. This never happened, because Mr. Waldman could not get the Zoning changed, or more accurately, the "In Perpetuity" Plat restriction overturned. This inability to proceed was a direct result of the resistance of Century Village Unit Owners.
It was around that time that Phil Shapkin formed the Pro-Active Committee to save the Golf Course (of which I am a member). Initially this was a UCO Committee, but, because Phil believed that the prior Administration under Bob Marshall supported the developer, he morphed the Committee into a Not for Profit Corporation and separated the Committee from UCO.
Having been present at most of the related meetings, it is my belief that the Marshall Administration did not support the Developer, but was merely in favor of having the plan heard by all of the Unit Owners of Century Village, so that they could decide for themselves.
From this series of events flow the acrid antipathy that we heard boil up today at the Delegate Assembly.
While this is a very abbreviated recounting of complex events which are ongoing, I hope it gives you all the flavor of the History of this conflict. This story is still being written; the outcome is far from certain.

UCO AND THE GOLF COURSE
Hi all,
Why were the owners of the golf course (Mr. & Mrs. Waldman) allowed to make there pathetic presentation to the unit owners and why in the off-season. It is unconscionable to think that members of UCO have allowed this process to come this far.
Due to a prior zoning ruling, the golf course property is to remain recreational in perpetuity. Perpetuity does not mean 20 years or 40 years. It means as long as there is a Century Village, that property must remain as is.
George Lowenstein, in the 6/9 UCO Reporter mention's that the golf course owners were losing money. This was repeated over and over at the club house meeting. Why should any member of UCO or resident care that the golf course is losing money? This was nothing more than an outrageous attempt to gain sympathy for a bad business decision and they want Century Village to bail them out.
The golf course owners deliberately let the course deteriorate and there financial problems were self made. How in the world can UCO take a neutral or non-advocating position on a issue that impacts not only Greenbrier, Golf’s Edge and Southampton, but all of Century Village.
How incredible it is to think that the golf course owners actually tried to suggest that by building hundreds of new housing units (single family, townhouses, and high rise condo's) that it would benefit the village residents. The majority (if not all) in attendance at the meeting realized that this proposal was flawed and unworkable.
Is the West Palm Beach Century Village going to be the only Century Village without a golf course within or adjacent to it's property? Think of the negative impact that such a result would have on everyone's property values.
Security was completely overlooked in the site plan. Imagine, no physical barriers would be in place. No fences, just a few lakes to keep out hundreds of the new development residents from access to Century Village property.
Property values, security, traffic, noise, children, pets and a lack of open green spaces are the concerns UCO should have addressed immediately when this development was first proposed.
Associations alone are ineffective. UCO must take up the fight against this proposed development and challenge it at every level.
The future of Century Village is at stake.

GOLF COURSE BRIEFING
Hi all,
Today, Andrew Waldman and his wife, briefed some of the Officers of UCO, on his plan for developing the golf course by building residential housing units.
UCO was in listening mode and expressed no position (advocacy) on this plan. Present at this briefing were UCO President George Loewenstein, Vice Presidents; Bob Marshall, Jerry Karpf and Dave Israel. Also present was UCO Treasurer, Dorothy Tetro.
UCO expressed no opinion, preferring to hear first from the Unit Owners of Century Village, as to their desires in this regard.
Mr Waldman has prepared a slide show composed of Power Point graphics, depicting his preliminary plan.
It was decided that first he would brief the principally affected Umbrella Associations; Golf's Edge, Greenbrier and Southampton. The briefings will be given only if the Associations desire to see them. Mr. Waldman will be contacting the Presidents.
It is my belief, not necessarily shared by the other UCO Officers, that all Unit Owners should hear the plan and then decide if they want the golf course developed for housing units.

THE GOLF COURSE PROBLEM
Hi All,
There is a Comment in the "Florida Ice thread", that should have it's own Posted Thread.
In the interest of full disclosure; I am a member of the Pro-Active Committee, referenced in the Comment, and I do believe that the issue should be fully disclosed to all Unit Owners of the Village, this is not the view of the other Committee members;
I believe that the entire plan of the Developer should be briefed to the Unit Owners, so that they may make an informed decision; not just to those on the Committee. Read the following and you decide.

THE GOLF COURSE
Hi All,
Previously in the BLOG a number of questions were raised by an A Nony Mouse of sorts about the Golf Course, which after some thought, I feel I should answer to the extent that I can. The questions were about the Pro-Active Committee and what is going on in regard to the Golf course. Before proceeding, and in the spirit of full disclosure; I must state that I am a member of the Pro-Active Committee. The Chair of the Committee is Phil Shapkin.
Let's begin:
1) Was there a meeting of the Committee? .....Yes.
2) Who is on the Committee:

d) Jeanette Veglia
e) Dave Israel
Perhaps one or two others whose names escape me.
3) Is the Pro-Active Committee an Official Committee of UCO? .....No.
4) Was the owner of the Golf Course at the meeting? .....Yes.

named Robert Golber, an expert in thematics and branding.
5) What did they have to say:
They intend to terminate operation of the golf course, as a money losing proposition, and develop it by placing 550 dwelling units thereupon. They will take the form of single story and up to 4 story buildings.
6) Why is this information being kept from the unit owners of CV by an AD-Hoc "Committee" That represents no one except themselves?
Wow, that is a front loaded question.! While it is not clear just who the Pro-Active Committee represents, it can be said that it may well have some constituency. I as a member do indeed feel that there should be a broader representation of the entire Village on this Committee. This is not advocacy for the Developer, but I would like the entire Village to hear the story and Then let the Developer hear the majority will.
It is my take, having heard Mr. Waldman speak, that he and his team are not "going away". If this situation is not dealt with by the entire Village, it could become adversarial in the extreme.
I feel "we" should be broadly involved while we still have the opportunity, before we wake up one morning to the sound of bulldozers.
I hope this answers some of the questions, and I am sure there will be more questions; it is time to get involved on this very important issue concerning all of our unit owners.

WHAT'S GOING ON WITH THE GOLF COURSE?
There is a rumor circulating that a secret meeting took place of the so called Pro-Active Golf course Committee.
Who is on this committee? Who do they represent? Is the Pro-Active committee an official UCO committee?
The rumor mill suggests that this Ad-Hoc Committee collected monies from Unit Owners some time ago; where is an accounting for these funds?
I have heard that the owner of the Golf course was at this secret meeting; what did he have to say? What are his plans to increase the value of our units here in CV.
Why is this information being kept from the Unit Owners of CV by an Ad-Hoc "committee" that represents no one except themselves?
Let the Unit Owners of CV hear the entire story. Let's hear what the Golf course owner, and his team, have to say.
Do any of the bloggers know anything about this meeting?
