DAVE ISRAEL FOR PRESIDENT OF UCO
Hi All,
Following is a letter of support written by five Unit Owners. You will note that among other things, I have called for the integration of Professional, Subject expert, staff in the running of the 5 million dollar BUSINESS that is UCO. As an example, I gave Financial operations and Investigative services.
In neither case would this lead to the firing or removal of any paid employee or volunteer. For example, let's look at Investigative Services; If we hired a paid subject expert to sit in UCO spaces who would conduct Credit and Criminal Background checks using a computer in UCO and paid him/her $40,000.00 /year; we would save some $110,000.00/year.
How could this be, you may ask? Simple; at $100.00/investigation, multiplied by 1500 investgations per year, we are now spending some $150,000.00/year of Unit Owner money.
Clearly, the difference is no small matter. A trained professional could reach into places that we currently do not access and do a much better job than our current Investigative firm. The hard working volunteers jobs of dealing with the Associations would not change one iota.
The Professional Subject Agent would simply feed our volunteers the work product "up close and personal", taylored to our needs.
Ignore the rediculous rumors, UCO is a BUSINESS, and must be run as such, paid and volunteer positions are safe, if I am elected:
Dave Israel (Candidate for UCO President)
---------------------------------------------------------------------------------------------
July 28, 2008
A Good Man for the Job at a Needed Time
There are a number of us who believe Dave Israel is the right man for the job of UCO president at this time. We would appreciate your reading this letter.
The Village has come through some difficult times over the past four years, and we are not out of these difficult times. Florida's hurricanes, including the three that hit us in a two-year period, have had a lasting, widespread effect.
Insurance rates have gone way up, and insurance is being required where it was optional before.
Building code requirements are stricter and thus more costly, also. Running the Village at both the local association level and the overall (UCO) level gets more and more expensive.
Transparency is a vital ingredient. Dave Israel took a step in this direction when he instituted the Internet blog, open to anyone's comments.
Those who pressed for truly open meetings at the July 11 delegates meeting took another vital step in this direction.
Yes, there can be some problems to be overcome in having meetings be "open," but they should not be compared to the alternative—having important, costly matters discussed and decided upon behind closed doors by a select few.
Closed-door meetings shut out the possibility of wise counsel, including perhaps good cost-saving suggestions, coming from outside the select group. Closed-door meetings at their worst are an encouragement to shady dealings taking place.
It is not a good indicator to us when the UCO president and a vice president resign after the delegates overwhelmingly vote for enforcement of strictly open meetings—especially as open meetings have already supposedly been our policy in having adopted the Sunshine Laws a few years ago.
It is even less a good indicator—in fact, quite frankly, one's suspicions cannot help being aroused—when within a few days of resigning, the same president and vice president do a complete turnabout and place themselves in the running for the same offices they vacated.
What else is Dave Israel for?
He is for hiring professional people in two areas: financial and investigations. We do not mean to criticize those volunteers who have worked in these departments. Many have put in long hours and much effort. But we agree with Dave that in a multi-million dollar operation, we need top-quality expertise to save money in our financial operations.
And we need professional expertise in the investigations department at a time when litigation abounds and an association could be sued for turning down a prospective owner or renter.
Do we even have the reserve funds now that we should have in order to pay for such litigation? We don't know, because the present administration closes off so much to any inspection.
• Dave has a great deal of experience in running important things. Please take a look at his bio. The United States government has entrusted him with a lot. He wants to gather people around him who can help make the difficult decisions that have to be made and save us from disastrous financial mistakes.
Dave also wants to inform every resident in as clear a manner as possible concerning complicated matters. He would use the UCO Reporter to this end, changing it from being opinion piece after opinion piece to largely unbiased reporting of the news.
How can this be accomplished? The news can probably never be presented in a completely unbiased manner, but the effort should be made. Newspapers, as we all know, have their news separate from commentary.
Dave realizes that to accomplish this as UCO president, his own administration must be especially scrupulous to avoid pushing only "their" way of seeing things. We believe Dave will make that honest effort.
If you have read this letter through, we thank you indeed. We hope that those of you who are delegates will vote for Dave Israel for president of UCO. Above all, we respect your participation in the democratic process.
Sincerely,
RESIDENT OWNERS:
Daniel Besson
Phyllis Borrelli
Lawrence Howe

A new Beginning on Channel 63
Please notice the beginning of change resulting from the July 11, 2008 Delegate Assembly meeting.
Channel 63 now contains more meeting notices because our corresponding Secretary Avis Blank has complied with the intent of open meetings and published a list of those meetings.
Notices were posted on all Association Bulletin Boards at the direction of the two remaining Vice-Presidents Bummolo and Cornish with candidates Biographies.
Executive Board Member and Security Chair Al Mclaughlin has made the security meeting agenda available to comply and it too is now on Channel 63.
The delegates should realize the beginning of change is in the air, and compliance has begun in part THANKS to those named above!
All interested in adding their agendas, please place requests in the folder at the UCO office.
Ed Black, temporarily posting to channel 63.

CV Q&A gets real
From Q&A: we know it is really Jules, long-time protector of our community, because its Q&A.
Author: Jules Sitnick 7/29/08
After many years living at Century Village and having served the residents as an instructor for over a decade, illness forced me to cut down on activities.
Last year, because the president of my association refused to go to delegate meetings, I insisted he appoint me (a board member) as delegate of our building.
Since attending the meetings I have discovered why he refused to go to meetings and why our building does not follow the UCO recommended by-laws.
The meetings are held without regard for unit owners wishes and/or desires.
There is a wall of egomania that pervades the meeting with constant dissent and childish rhetoric blasting the atmosphere.
Recently the president and vice-president of UCO resigned stating that they felt the assembly was not supporting them.
Yet at the recent delegates meeting these same people are once again running for their same office. I don't know if that is permissible or not, but it is certainly immoral if ethical.
If you are not wanted, by your own admission, why try to force yourself on the unit owners? Does it make you a better person or more useful to be where you will be less effective in doing your volunteer job?
I may be naive or ill-informed, but I feel the unit owners are not being served by this kind of administration.

How About a Debate?
Since we have a number of candidates for offices, how about having a debate among those running for the same office?
For president: Israel, Loewenstein, Richland.
For vice president: Davis, Karpf, LaBonte, Marshall, Silver, Ziccardy.
This would give us all a better insight as to who we personally would support.
This would draw a large group of CVers to help make their decisions.
On another note, just to keep a little levity in this situation: CV seems to have a dog problem. How about a few people running for dogcatcher? Just think: The dog problem could be handled by a committee. Decisions could be made as to where a dog could relieve itself, get a drink of water or under what conditions it would be permissable for the dog to bite someone. I think we all would like a debate among those of us who would like to run for the office of CV Dog Committee Chair. Keep thinking, it helps to avoid senior moments.

Open Executive Board Mtg.
Many villagers took the opportunity to go to the open Executive Board Mtg. yesterday. What did you think of it??
They did lock the door, not sure why, but opened it for every knock. I thought we would see a wild bunch in their natural habitat, but it was a lot like the committee reports at Delegate Mts.
I was very impressed by Claudette LaBonte, she is wrestling the bus fuel bills 10 ways, she clearly enjoys challenges, brings in all possible resources, never quits. Someone thought she had a lot on her plate, not a problem. Great to see a true 'can do' problem solver in action.
Major hard workers making great strides IMHO were Sal Bummolo, Claudette, Ted Silverman. Of course there is a lot more to it than that, try a meeting sometime.

ELECTIONS AND SANITY THE CHOICE IS CLEAR
Hi All,
Randall said...
I know I wasn't fooling anyone but myself when I posted this as anonymous, as I apparently leave a heavy literary footprint in my postings. Sorry folks, won't happen again. If I have something on my mind that I believe is important enough to share, I should also be brave enough to place my name alongside it.
Respectfully, Randall
Dave Israel (Candidate for President of UCO)
--------------------------------------------------------------------------------------------
What many of those up North don't realize is that this meeting had a purpose of the utmost importance... to expose an administration that was against "open meetings"... a position which had been supported by the UCO Bylaws for five years.
The attempt to illegally reverse this established policy was met with resistance by a few devoted individuals, whose only purpose was to serve the best interests of the Village.
The circulars which encouraged "Vote NO for Open Meetings" were prominately placed at the "check-in" tables in front of the auditorium. Of course these circulars were printed on paper and with office equipment from UCO, using your funds to deprive you of your right to attend meetings.
At these meetings "Out of the Sunshine" decisions are being made as to how your money is being spent. Ironically, those who were against closed meetings were not permitted to present their side of the story in the Clubhouse (which we also support, but do not own).
We had no choice but to circulate our fliers for Open Meetings by the medical center, outside the gates of W.P.R.F. property. Many cars stopped to receive our fliers, and enough Delegates were informed in time, that the meeting they were about to attend was orchestrated to deprive them of their right to Open Meetings.
The Delegates prevailed and the "Open Meeting Resolution" was nearly unanimously passed. V.P. Howard's stall tactics proved ineffective. The motion was properly placed on the floor, debated, and approved by a near unanimous vote.
Why is UCO so afraid to open itself up to public scrutiny? Why is UCO so intent on depriving you of your right to attend and particpate in the process of spending our money?
The very same officers who resigned at the end of this meeting because the voice of the people fell too harshly upon their ears, amazingly reappeared weeks later to run for the very offices that they have resigned from.
This will go down in history as The Election of the Phoenix's. Nixon was the only President in history to get reelected on the same campaign promise that he never fulfilled,"Our withdrawal from Vietnam"!
Our Officers ran on a platform of "transparency". Transparency behind closed doors? How many times will we permit ourselves to be fooled by political rhetoric which never manifests itself in action. We deserve what we get if enough of the electorate turns a blind eye to reality on election day. Lord help us all!
----------------------------------------------------------------------------------------------
I will take this as an endorsement Randall, and thanks,
Dave

THE DASH
To All Of Us At Century Village
Let's all of us learn something from this short clip so we can
move on, unite and change for the future of CV.
The Dash. I hope you enjoy this as much as I did, and maybe it will help you take life a little slower and with more meaning.
In July 2006, a short 3-minute movie was launched on the Internet called The Dash. Since then, over 40 million people from around the world have watched it; and over 20,000 a day continue to watch it as a result of people passing it along. It has inspired many, many people to reflect on their lives and ask that all important question, 'Are my priorities where they should be?'
I hope you enjoy this movie and share it with those who are close to you.

Two-Part UCO
This is just the beginning of an idea for a divided UCO, 2 parts:
1. The helping/social side of UCO, programs and services, welcome, community rel, workshops, volunteers, COPS, vol lunch, needy residents, health fairs. There is always a place for caring volunteers with time and inclination to deal with the day-to-day dilemmas of our residents. This part should also decide when a function is better done as a club or charity. This part gets best value from our volunteers.
2. The professional service business part of UCO, communication, finance budgets, infrastructure, insurance, investigation, legal, and contracted services cable, transport, security. Could be run by someone with professional level experience and a lot of smarts who understands the increasing complexity of modern business. This part has plenty opportunity for cost savings.

Setting the Record Straight - Stewart Richland
Setting the record straight by Stewart Richland
When Phyllis Richland resigned as VP from UCO she exhibited a level of courage and character that very few people seem to understand. She handed President George Lowenstein her resignation stating her reason for leaving his administration as one of “philosophical differences.” This decision was very difficult for her because she felt that she was abandoning those Century Village residents that need her help ad guidance.
Unfortunately when a person of character and integrity makes a decision such as this, people with lesser virtues view this as sinister and allow their personal paranoia to cloud their judgment.
I challenge any past or present member of UCO to provide evidence that Phyllis Richland had not conducted herself during her years as a UCO
Vice-President at a level less than outstanding. Since her resignation Phyllis has not resorted to “name calling, bad mouthing, mud slinging or character assassination,” toward any person in or out of UCO. Why? Because Phyllis Richland is a person of strong character. She has developed, as the English often say, “Good Form,” when dealing with others. Over one’s lifetime, character has to be developed painstakingly. It is strength of character truly great.
This explains why Phyllis has not uttered any negatives towards George Lowenstein. George had the opportunity to call Phyllis and discuss their difference, but he chose not to. He told the staff at UCO that Phyllis was taking a month’s leave of absence because of illness. He then followed this up with a lame note about not understanding her motives for leaving his administration.
Election is a time for verbal acrobatics, political snafus. Murky pasts are raked up, double innuendos are made of each remark, deeds (or misdeeds) are meticulously racked up and examined.
Phyllis Richland’s record of service is an open book. Just read her bio and you will see that it was not politics that motivated her but her sincere and compassionate desire to help those residents that could not help themselves. I know that very people are aware that Phyllis used to open the UCO office at 8:30, most often the first one in. Compare her attendance record with other UCO officers who left for weeks at a time to attend their other business interests, overseas travel, and cruise trips. I always thought that if you were committed and accepted the responsibilities of your office, that you would be at your desk doing what you were elected to do. Ask your self why would an elected official feel it was okay to leave his post? The answer was simple! Phyllis was there taking care of business! I again challenge any resident to refute this. Ask the staff at the UCO office how often residents come into the office in a state of emotional stress and leave with a smile and a sense of confidence that they were treated with dignity and respect. Wasn’t there a time in the past that residents were complaining about how they were treated by UCO? Never was Phyllis ever associated with this issue.
Unfortunately for George Lowenstein, perception is truth. He has suggested that Phyllis has “gone over to the other side.” What does he mean by this? Does he look at the “other side as enemies.”? Is there some secret plan being hatched by “others” to remove him from office? Get a life George!
When Phyllis was part of the Bob Marshall administration you never heard her denigrate any member of group in public. She had the courage of her convictions to voice her disagreements and, yes also praise when it was appropriate. When Phyllis decided to support George Lowenstein for president, she categorically supported the idea that the campaign would be run with dignity and would not support “mud slinging or character abuse.” George supported this idea and thus the campaign was conducted within these parameters.
How often do we take the time to appreciate the little things in life? So much goes unnoticed until you are deprived of it. How can a person maintain their credibility if they have not got the “guts” to put their name on the line. That is the reason why Phyllis resigned from UCO. No where, ever, did Phyllis ever put any “dirty laundry” out there for “spokesmouth” of dissent to use as fodder for their attacks against the administration. Any one that supports this claim is either down right desperate or just plain evil. Some people have said to me that Phyllis should have explained in detail why he left the Lowenstein administration. If I have not made this clear already that “character counts,” then I suggest you rethink your priorities.
I know that most residents want UCO to move into the 21st century and modernize its operations. This is all well and good. However, what was the original intent of UCO. Was it not to help those who could not help themselves? In all of the campaign rhetoric I have not seen or heard any person or group support the idea that UCO first and foremost is compassionate to the needs of the residents. Do you believe that professional management would have the time or inclination to deal with the day-to-day dilemmas of our residents? Just let me remind you of how often you call a business and all you get is a list of numbers to press, and finally, after long minutes of holding on you get some one living overseas with an accent that is virtually incomprehensible to solve your problem.
Voltaire said, “Appreciation is a wonderful thing. It makes what is excellent in others belong to us as well. To avoid criticism, do nothing, say nothing.” Phyllis is a strong-willed person whose character radiates brilliance. You too can develop strong character all you need is some inspiration and loads of determination. Unfortunately most of the people in this upcoming election suffer from Myopia. They view of the big picture has been so narrowed that they forgot what UCO is all about. Their motivation to get even for “past commissions or omissions,” superseded the real goal that is to make CV a great place to live.
As I have said before, “appreciation is a wonderful thing.” However, we humans offer suffer from a condition characterized as “what have you done for me lately.” syndrome. Shakespeare said: “The evil that men do lives after them; the good is oft interred with their bones. ...”
How true this is! When Phyllis Richland announced her candidacy as UCO president she was hard pressed to get the needed 10 seconding nominations. Ah! The human condition. What is a person’s record of achievement worth when it is so easily forgotten?
So delegates remember our elections are free- it’s in the results where eventually you pay.
Be careful you may wish for, you may just get it!

From the Desk of President George Loewenstein - with questions
"From the Desk of President George Loewenstein"
“Ever since we were reelected in March of this year, with a 75% majority, an anti-faction took hold, which Phyllis joined after her resignation. This anti-faction decided that our interpretation of the Sunshine Law did not suit them, and at the July 11th Delegate meeting, they introduced a motion which we felt had parts that were unworkable.”
SO just what changed, Mr. Former President?? Anti-faction? Really, we just want you to read the Bylaw duties of the President and TRY to follow those rules rather than Reinterpret what” IS” means.
“Especially problematic were several provisions, among others, one that required all chairpeople to post an agenda 48 hours before their committee meetings. That was so that anyone in the village can attend (all 13,000). We asked only that anyone wishing to attend call the chairperson so that a large enough room could be secured for the meeting. This was denied. The motion called for all meetings (except Nominating or Ombudsman) where a quorum is present must adhere to the 48 hours notice. We pointed out that we have daily meetings of the officers to share in the burden of carrying out the normal operations of UCO. Under this motion, we could no longer do this.”
SO just what changed, Mr. former President?? All meetings of our Associations require agendas WHY shouldn’t UCO follow the same reasoned meeting notice requirements. My God man, even the County Commissioners do the very same thing. Now that you have been nominated again, DOES THIS MEAN YOU ARE PREPARED TO FOLLOW THE RULES AS ORIGINALLY INTENDED and now reaffirmed by your BOSS, the Delegate Assembly, IF ELECTED??
“Some changes were necessary in the motion to make it practical, and thus we asked the delegates to postpone the motion, which was denied.”
Correction Mr. former President, Mr. Shapkin tried to delay the vote on this motion to clarify, even when you had ample opportunity to speak up yourself with VP Silver chairing this meeting. BESIDES YOU WERE OFFERED AMPLE OPPORTUNTITY TO TWEAK THIS MOTION BEFORE THE MEETING EVEN BEGAN, BUT ARROGANTLY REFUSED TO EVEN DISCUSS A REASONED COMPROMISE.
“The delegates were so unruly that Security had to be called. This organized group had only one object in mind, and that was to pass the motion as presented without change. Interpreting their action as a vote of no confidence in the current administration, as titular head, it left me no choice but to resign. I was truly ashamed of the behavior of the delegates and feel I can no longer serve them.”
SO just what changed, Mr. former President?? This organized group is the DELEGATE ASSEMBLY – YOUR BOARD OF DIRECTORS, NOT A BUNCH OF ANTI- ANYTHING, BUT they are clearly for DEMOCRACY!! There certainly was an unruly movement – Mr. Silver who refused to follow Roberts Rules and decided to go into a tangent as a delaying tactic the Assembly recognized as ill-timed and Ill-fated. He even told this august body, “if you don’t like it there’s the door”, and you sat there in approval and supervision of this planned bad behavior.
“Despite all of the above, the mob of delegates voted to tie our hands. I hope that whoever succeeds me can live with these rules.”
SO just what changed, Mr. former President?? Will you stop the games of shifting policy without the requisite meetings at which residents may participate, giving voice to the Delegates wanting to attend, or will you continue to act like KING George and throw everyone whose use to you has expired “under the bus”. Just for your information We the people are not a mob, we are your constituents and Board of Directors, please show the proper respect.
I am truly appalled at the concept that the very people that voted to stop this Administration from ignoring the Board of Directors and their own constituents, are now even considering reelecting those who made the 7-11-08 meeting the complete fiasco it was. Mr. former President wrote "I was truly ashamed of the behavior of the delegates and feel I can no longer serve them”. UNFORTUNATELY WE SHOULD ALL BE ASHAMED OF THE PLANNED BAD BEHAVIOR OF BOTH THE President, as titular head, and the Vice President for their performances and whose behaviors will live in infamy.

CV Curmudgeon Festival
Recently I saw the town of Celebration, FL, population 9K. Every year they have a Pie Festival and their newspaper gave a double page tribute to 300 volunteers with all their names. What could CV do? A festival of competitions for bitter curmudgeons, ungratefulness, unappreciativeness. Of course we know who would win, our own Blog Anonymous, Today I met a CVer who told me he has volunteered for 27 years in CV and never received a thank you, beat that! With apologies to curmudgeons I could not find a better word, inventive curmudgeonry is an art.

CV SOS for folks up north
The village is in trouble, being manipulated by 2 officers who resigned and now are running for office again, having caused turmoil.
Phone a friend in the village ask them to watch Channel 63 at 9am or 6pm to see the Delegate Mtg on 7/11/08. They will see former Prez Loewenstein and VP Howie Silver, + Shapkin, Karpf, and Lipofsky absolutely against open meetings, they are disrespectful and bully the residents. They have total control of the UCO Reporter which only gives ‘their version’ of the meeting, so friends should watch 63. It is slow at first – Howie’s delaying tactic, but hang in there.
Ask your friend for the details. MAKE YOUR OWN DECISIONS AND
LET YOUR REPRESENTATIVE KNOW HOW TO VOTE NEXT FRIDAY
Please circulate this by email or bestway, spread the word

Open letter to Ms. Tetro, Treasurer - Budget
Ms. Tetro, now that two full weeks have passed, perhaps you might explain why:
1. You failed your fiduciary to attend meetings that were properly called.
2. Failed to regularly attend and perform your regular duties.
3. Made comments that you would resign and have not yet done so.
4. Failed to hold finance meetings in preparation for the budget process, or if you held meetings, failed to notice there were open to the public.
5. Since the Audit reports is not yet completed, please Ms Tetro, Treasurer or former President Loewenstein give us a full breakdown on how much we finally paid for the unapproved law suit, arbitration, mediation, etc. Surely by now you have received the final billing from Ms. Bleu’s firm? Please share the sources of the funds to pay that amount as well, please.

WHAT HAS CHANGED
Zeitgeist
.
n. The spirit of the time; the taste and outlook characteristic of a period or generation!
------------------------------------------------------------------------
Were you at the Special Nominating Convention of the Delegate Assembly on 25 July, 2008?
Were you at the Delegate Assembly meeting on July 11, 2008?
What happened in but a scant 14 days?
On July 11, the Delegate Assembly was treated to a shameful meltdown of VP Howie Silver; with President Loewenstein, in background” pulling his strings.
Do you remember; “If you don’t like it, there is the door.”
Do you remember the effort to sabotage the meeting by “introducing everybody and their brother” in a crude effort to run out the clock and prevent a motion from coming to the floor which was designed to restore Democracy to the Village.
Finally when the Board of Directors reversed President Loewenstein; he did the only right thing he has done in months, he resigned, as did VP Howie Silver, in a just expiation of their vile behavior.
The entire flaming Gotterdammerung was typical of the ongoing overt disrespect of the Unit Owners of Century Village.
If you have any doubt as to the shameful nature of the performance, please watch the “George and Howie show” Video recording of the entire event on our Village Service and information channel CVTV Channel 63 at 9:00am and 6:00pm.
Now, what happened at the Nominating Convention on 25 July??
In an incredible exercise of self flagellation, the body politic mortified itself by Nominating Mr. Loewenstein and Mr. Silver for President and Vice President respectively.
Should they be elected it would be a classical case of “The Lunatics Taking over the Asylum”
A theater of the absurd Marx Brothers farce!!
This reflects a zeitgeist of apathy, toadyism, naked patronage and religious coercion; it must not stand; those who believe in Balanced Democratic Government in the Sunshine must rise to crush this attempt to plunge us back into the quagmire of repression and secrecy.
DELEGATES, on July 11, 2008 you correctly asserted yourselves as THE Principle legal power in our Corporation; do not let the old regime snatch it back from you. On August 1, 2008 when you vote; REMEMBER July 11th. It was nothing less than our Declaration of Independence, our Bastille day!
What has changed that would justify some 50 persons rising as a body to second and thus reinstate the demonstrated reprobates to the corridors of UCO power; these supporters were part of the same body that but 14 days ago voted these two down.
So, what strange Machiavellian powers did they exercise; what coercion was employed? Was it the religion card that was typically played? Was it a threat to loose a job in UCO, or a spot on a Committee? What happened, Delegates, to cause you to lose your integrity and bow down at the alter of BAL!!!
Think about it; in any reputable Corporation in the Nation, if three key Directors, IE, the President, and two Vice Presidents had suddenly resigned, there would have been a lockdown of the Corporation records (was there any shredding of documents?) and a complete Forensic Audit of the books. What does Mr. Loewenstein have to hide that caused him to rush back from Israel to burst upon the Delegate Assembly with this bombshell?
I say again; what has changed?? Is Mr. Loewenstein now in full favor of completely Open Meetings, absent by permission of the Committee Chair? Is he now in favor of reaffirmation of Term Limits for Officers of UCO, is he now in favor of legal noticing of meetings?
Two Presidential Candidates, Phyllis Richland and David Israel have called for a full forensic audit of the Corporation Finances by an Independent Auditor or Accounting firm, not the cozy firm we use now; Will Mr. Loewenstein publicly call for such an audit??
If Mr. Loewenstein is reelected, is he prepared to inform the Unit Ownership exactly how much was paid to Attorney Denise Bleau in pursuit of a case less law suit; Is he prepared to present a line by line justification of the Budget; is he prepared to properly fund key projects like Shoreline restoration and hurricane deductible liability; Is he prepared to identify which Budget line items he raided to pay Ms. Bleau, is he prepared to restore amicable and business like relations with W.P.R.F., Inc. which he destroyed with baseless accusations…

It's dejavu all over again
In early spring of 1945, I was 10 1/2 years old and the atmosphere in the little village was thick with uncertainty and fear. We knew change was coming, but we were not sure if it was for the better. And change did come...in the form of the Soviet army. The Nazi's had all fled in a western direction, and the population of my small village was free to breathe, speak and hope. And so it shall be in this village. This time it will be David Israel that is going to give this village the oxygen to breathe, speak of freedom and legalities, and hope for a peaceful harmonious surrounding.
Evil cannot survive where good people dwell.

ABG Anybody but George
Here we go, CV imitating the USA again. For those of you who were not at yesterday’s Special Delegate Assembly, it was the Return of the (Sith) (living dead) (bad judgement) fill in your own movie. George Loewenstein REappeared to run for president after resigning. This is not forbidden in FL statute probably because the lawmakers never thought such a destructive action would be possible. Already George used his influence to get the front page of the UCO Reporter held for late assembly to get publicity i.e. his version of the last Delegate Mtg. for himself and Howie Silver. Brace yourselves for the usual George methods of blackening everyone else’s reputation, whisper, whisper, no facts, he did a thorough job on the last administration that were struggling with hurricanes. Take care out there and do not believe vague rumors.

CV Website New Stuff
Dear CV website staff, you are doing great job. When you introduce new current-info items to the website like the Reporter newspaper, and lists of open meetings, could you give us a quick note on the Blog? It would be much appreciated and remind us to go look.
It is getting tricky to check info on the Blog, CV website, UCO Reporter, and bulletin boards, tho’ it probably increases our fitness level. TIA

Shorter Delegate Meetings
There is no soliciting allowed in the village.
Why do we have those various commercial presentations at the beginning of the Delegate Meetings. Those commercial interests could put info in the UCO Reporter. I think Delegate meetings would be more popular if they were shorter. Delegates should not have to have bus anxiety and miss New Business. If you want to liven things up the chairman could tell a new joke at the beginning of each meeting.
I do not mean make fun of Leo, that was in very poor taste.

Meetings notice
Just in case anyone is confused, the sheet of paper that is supposed to list all of the monthly meetings and available at the guard's desk at both of the clubhouses does NOT mention the Friday July 25 nomination meeting. Nor does it explain that there is an election on Aug 1 from 8-9 before the regular Delegates meeting.

Another Ray of Sunshine
On the guard desk in the clubhouse there is a plentiful supply of lists of UCO cmte meetings, time, date, place.
From Avis Blank, UCO Corresponding Secretary. Her job per the Bylaws:
“The Corresponding Secretary shall give, or cause to be given, notice of all special meetings of the Delegate Assembly and the Executive Board, and shall keep a record book with names and addresses of the Officers, Delegates, and Committee Members. Alternate or additional duties shall be determined by the President.” Now that Avis has seen the light, I hope the record book will find itself in UCO and available, we understand it cannot be kept exactly up to date since members often change.
If you wonder why I would be so pleased - I have been banging my head on this since George first became president of UCO.

RE: JULY 11TH, 2008 DELEGATES' ASSEMBLY
Having read both accounts of the above meeting, posted by George Lowenstein, and
Howie Silver, I wonder in fact, if I was at the very same meeting!
It seems to me that the 117 delegates, became unruly, due in fact, due to Mr. Silver's
"Stonewalling" and that Mr. Lowenstein, as President, made no effort to put the meeting
"back on track"......None of the assembled, ( delegates & non ) are Unfamiliar with thoese
that are or have served this community, and most likely like I, are appreciative of
ALL of their efforts, however, to re-introduce each individual, at that time was inappropriate.
Should the choice have been made to acknowledge their efforts, the Fall, would have been the
time. Furthermore, Mr. Silver's Travels, although lovely and surely appreciated by both
he and Mrs. Silver too, was NOT part of the Agenda...
.
The DELEGATES ASSEMBLY MEETING, IS A BUSINESS MEETING, (My view)
CONDUCTED BY THE EXEC. BOARD OF UCO,
TO INFORM THE COMMUNITY, RECEIVE INPUT FROM THE COMMUNITY,
INVESTIGATE THE INPUT, RETURN WITH 'THE FINDINGS, FOR ACCEPTANCE
OR REJECTION......IN A NUTSHELL!
Had the original intent of "Open Meetings" been followed, none of what did take place
would have!

Budget Preparations
To: Dorothy Tetro, UCO Treasurer
From: Bob Marshall Date: 7/17/08
Subject: UCO Budget and its presentation
The following are items and questions that I'd like answers to at the budget presentation. I do plan to ask them there and am writing to you now in order for you to know of these questions and have time to be prepared to answer them rather than springing them on you at the presentation.
Please list all of the reserve accounts and their balances, any activity during the past year and any planned additions contained in the 09 budget. This list should include the following but not necessarily be limited to them.
1. The legal reserve fund, that fund used to pay the attorney costs when associations have voted to reject an applicant for buying or renting a unit.
2. The paving fund, the reserve fund that will pay for the repaving of the blacktop areas in the village. What is the balance, when is this repaving planned for and what is planned in this 09 budget?
3. What reserves do we have for the maintenance of the building owned byUCO? What reserves if any, do we have for insurance claims on these buildings, both for wind and casualty loss? What is our deductible for windloss?
4. Also, please explain each budget line item that represents more than$10,000. Such as Beautification--what are individual expense items and what is their cost?
5. How much money has been spent on engineering studies for the erosion control project? What erosion control steps, if any, have been taken and what did these cost?
6. What is the remaining balance in the reserve fund that was funded by HBO? If money was spent from these funds what are the items purchased? When will a meeting of the Finance Committee be convened to consider the 09 budget? When will copies of the 09 budget be available?

Proposed Amendment to the "Open Meeting Resolution"
As promised, I have tweaked the "Open Meeting Resolution" to permit the Officers' Committee to handle the day to day business of UCO without the notice or agenda requirements contained in the original Resolution. This proposed amendment will likely be presented to the DA on 08/01/08 for their consideration. If approved, the original "Section 3" becomes "Section 4"
....
Section 3: THAT the Officers’ Committee shall be exempt from these meeting provisions in order to make the mundane and low impact decisions necessary to be made on a regular basis, except, that the monthly meetings or Special Meetings or any “casual gathering” on matters that require the approval of the Executive Board and/or the Delegate Assembly shall be bound by the provisions of this Resolution. The minutes of ALL Officers’ Committee Meetings, except for meetings with an attorney regarding proposed or pending litigation, shall be presented in written form to the Executive Board and Delegate Assembly on a monthly basis; and

If you can keep your head
CV needs a calm and level-headed president of UCO, Dave Israel has demonstrated this for years and also with his workmanlike expertise on the Blog where he has researched and answered hundreds of questions. I think much of the reason for Dave’s steadiness is that with his efficient technical answers, there is no need for politics and confusion.
More Dave, more business, less politics.
Kipling wrote about UCO!!
If you can keep your head when all about you
Are losing theirs and blaming it on you,
If you can trust yourself when all men doubt you,
But make allowance for their doubting too;
If you can wait and not be tired by waiting,
Or being lied about, don't deal in lies,
Or being hated, don't give way to hating,
And yet don't look too good, nor talk too wise:..
Its too bad the 'anonymous' is plastering howie stuff on every thread, ignorance and disrespect!

What Vacancies Presently Exist in the Offices Of UCO
My name is Randall Borchardt. I am now, and have been the Chair of the Advisory Committee of UCO for at least 4 years. I have tried my darndest to remain neutral over the years in regards to which candidates I favor for vacant offices. My asserted neutrality will of course remain as such only because I believe that Delegates must make informed choices as to the selection of officers which lead us, and should not be influenced by any one person's opinion. If any such influence does exist, the source should ideally come from the constituents of each Delegate's own association. This being said, I am compelled to share with you all that a legal opinion from UCO's chief counsel, Rod Tennyson, has been obtained, and that Howard Silver's position of Vice President has been legally vacated.
The Special Meeting of the Delegate Assembly for the purpose of accepting nominations from the floor for vacant offices is drawing near (Friday, July 25th, 2008). I believe that I am fulfilling my fiduciary responsibility to Century Village to inform as many Delegates as possible, as early as possible, of this pending vacancy.
Many Delegates choose to run their association in a strictly democratic fashion by polling their constituents with regards to important decisions made by the Delegate Assembly of UCO. The choices of which candidates to fill which vacant offices are among the most important decisions. So as to permit the Delegates the window of opportunity to poll the unit owners of each association as to their choices for each of the vacant offices, I have taken it upon myself to announce that there is presently a vacancy in the office of President, and also two vacancies in the offices of Vice President. The candidate who receives the highest number of votes shall serve for the completion of the longest remaining term (approximately 20 months); The runner up shall complete the shorter term (approximately 8 months).
The following is the opinion received by Rod Tennyson:
For UCO Vice Presidents,
I have reviewed the FAX sent to my office which contained the following written message: From the Desk of Vice President Howard Silver
"It is time to go when 117 Delegates told me to shut up and gave me no respect as Vice President of UCO. I’m moving on to better things where people will appreciate my doings."
In my opinion the above written note constitutes a written resignation from VP Howard Silver under the UCO Bylaws and Section 617.0842 F.S. Therefore this VP Office is now vacant and can be filled by the Delegate Assembly.
Rod Tennyson
Apparently the question that has plagued many of us since last Friday has finally been laid to rest: Has V.P. Howard Silver legally resigned or not? Apparently, as per UCO's legal counsel, he has legally done so. Let us all give thanks for the valuable service that Howie has given to the Village over the years, and now move forward.
Respectfully,
Randall Borchardt
Advisory Committee Chair

a bit of a bio
MY NAME IS PHYLLIS RICHLAND. I THINK MOST OF YOU KNOW WHO I AM. I AM RUNNING FOR THE VACATED SEAT OF PRESIDENT OF UCO. I THINK MY RECORD SPEAKS FOR ITSELF BUT IN CASE SOME OF YOU ARE NOT SURE OF WHO I AM AND WHAT I HAVE DONE , HERE IT IS.
FOR THE PAST 5 YEARS I HAVE BEEN A VICE PRESIDENT OF UCO. AND FOR THE 5 YEARS BEFORE THAT I HAD WORKED WITHIN UCO IN VARIOUS POSITIONS. STARTING AS A MEMBER OF THE FINANCE AND ADVISORY COMMITTEES, THEN CHAIR OF THE LIFT COMMITTEE . I WAS AND UNTIL RECENTLY HAVE BEEN A MEMBER OF THE EXECUTIVE BOARD AND AS A VICE PRESIDENT SERVED ON ALMOST EVERY OTHER COMMITTEE IN CENTURY VILLAGE. ALL AS A VOLUNTEER AND ALWAYS WILLING TO GO THE EXTRA STEP TO SERVE THIS VILLAGE AND OUR RESIDENTS.
I HAVE ALWAYS HELD THE WELFARE AND SAFETY OF OUR ELDERLY AS A PRIORITY AND I HAVE BEEN AVAILABLE TO ALL THE ASSOCIATIONS IN MY QUADRANT AND OTHER QUADRANTS TO HELP IN ANY WAY I COULD.
EVEN THOUGH I AM NOT AN OFFICER AT THIS TIME I AM STILL HELPING THOSE THAT CALL ME AT HOME.
SO, I WOULD REALLY APPRECIATE YOUR VOTE. I HAVE MANY FORWARD THINKING IDEAS THAT WOULD MAKE CENTURY VILLAGE AN EVEN GREATER PLACE TO LIVE AND PLAY.
ALL MEETINGS IN MY ADMINISTRATION SHALL BE NOTICED IN THE UCO REPORTER BY WAY OF A PULLOUT THAT CAN BE TACKED ON YOUR FRIDGE. THIS NOTICE SHALL ADVISE THE TIME, PLACE AND DATE OF THE MEETING AND THE COMMITTEE NAME.
I WILL CALL IN AN ACCOUNTING FIRM TO DO AN AUDIT DUE TO THE FACT THAT THE PRESIDENT AND THE TREASURER HAVE BOTH RESIGNED. (ALTHOUGH A FORMAL RESIGNATION HAS NOT BEEN RECEIVED FROM THE TREASURER AS OF THIS WRITING)
I WILL ESTABLISH A VOLUNTEER COMMITTEE AND APPOINT A CHAIR THAT IS CAPABLE OF REACHING OUT TO THE VAST RESERVOIR OF PEOPLE WE HAVE IN CENTURY VILLAGE , TO SERVE IN A PROFESSIONAL WAY.
I WILL ESTABLISH THE KIND OF RELATIONSHIP WITH WPRF THAT HAS BEEN MISSING IN THE PAST.
I WILL NOT BE AFRAID TO SPEND MONEY IF IT IS NECESSARY TO BRING THIS VILLAGE TO A PLACE OF PRIDE.
I WOULD WANT EVERYONE TO KNOW THAT ANYONE CAN COME TO ME WITH ANY SUGGESTIONS THAT WILL MAKE OUR LIVES BETTER HERE.
I HAVE ORGANIZED HEALTH FAIRS AND BLOOD DRIVES.
I BROUGHT THE DMV ONTO THE CAMPUS TO HELP THOSE THAT NEEDED UPDATES IN LICENSES, NEW PHOTOS, NEW SIGNATURES,ETC.
I HAVE PARTNERED WITH OUTSIDE AGENCIES AND POLITICIANS TO BRING HELP TO CV IN TIME OF NEED. THESE AGENCIES HAVE ALSO GIVEN HELP TO INDIVIDUAL RESIDENTS ON PRIVATE LEVELS.
ANYONE CAN MAKE A PROMISE. I WILL TELL YOU THAT I AM ABLE AND WILLING TO TRY TO DO MY BEST FOR THIS VILLAGE AND THE PEOPLE THAT LIVE HERE. THIS IS MY HOME. I TAKE GREAT PRIDE IN IT. I WANT TO SEE IS GROW AND BE BETTER THAN IT EVER WAS. IT CAN BE. IT WILL BE. MAYBE NOT RIGHT AWAY. CHANGE TAKES TIME. BUT WITH YOUR HELP IT CAN BE DONE.
I DID A LOT WHEN I WAS VICE PRESIDENT OF UCO AND BECAUSE I DID IT WE HAD IT.
I WOULD APPRECIATE YOUR VOTE. THANK YOU.

WiFi IN YOUR CAR
Hi All,
In another Post, the following Comment appeared:
-------------------------------------------------------------------------------------------
Nom De Plume has left a new comment on your post "What is docx?": Here's my tech question: The clubhouse has wi-fi. Is it possible to have wi-fi installed in your car?
--------------------------------------------------------------------------------------------
The answer is yes; if there are enough POPs (Points of Presence). This simply means enough antennae 0n enough towers in proximate distance from the highway, say within 1000 feet.
In fact, Chrysler Corporation plans to provide this service in it's 2009 models; they will probably work through some major Internet Service Provider, one which has many POP points Nationally.
There will of course be a monthly fee.
-------------------------------------------------------------------------------------------
Chrysler confirms in-car Wi-Fi coming next year
by Nilay Patel, posted Jun 26th 2008 at 8:21AM
Chrysler had vaguely said that it would be bringing in-car WiFi to its 2009 lineup,
but some more details have been released today:
the system will be part of the next-gen UConnect system, feature a 3G-to-WiFi router hidden within the car and require a monthly subscription fee to use the service.
Chrysler says the system will run at 600-800kbps down and 200kbps up, and should work with game consoles in vehicles with rear-seat monitors.
It's still not clear whether Chrysler will run the service as its own MVNO ( A Mobile Virtual Network Operator (MVNO) is a mobile operator that does not own its own spectrum and usually does not have its own network infrastructure. Instead, MVNO's have business arrangements with traditional mobile operators to buy minutes of use (MOU) for sale to their own customers.) or use another provider directly, but pricing is expected to be similar to WLAN PC cards, and there shouldn't be any long-term contracts involved. Alright, BMW, your move.

CHANNEL 63 ALIVE AND KICKING
Hi All,
After two days of hard work, requiring the efforts of a number of people, Channel 63 is again providing useful information to the Unit Owners; you are all invited to check it out. Hopefully in due course and in cooperations with the new UCO Officers and The Delegate Assembly we will raise the Village Communications Channel to new highs of Service and Entertainment.
The following folks deserve recognition:
Frank Cornish (UCO VP) and Larry Kall who together enabled the entire project to go forward.
Dave israel, Ed Black, Ken Davis; three Technical wannabees who hung in and learned the system operation.
Of particular note and deserving of the highest recognition is; Sadie Lovinger who was trained by Howie Silver. She was trained well and she remembered the complex series of steps necessary to resurrect the channel.

UCO Special Election
WHAT DIRECTION CENTURY VILLAGE
New Beginning!
If you have not been watching, permit me to observe that we have just undergone a transformational event here in Century Village. The Board of Directors of UCO voted against the President on a matter of significance, as a result, the President has resigned along with a Vice President.
Listed below is some of the business that needs to be addressed:
1. Open communication so everyone knows first-hand what is happening in the village by conversion of the UCO paper to a full-service paper with more news coverage and less personal columns. Also develop Channel 63 to a full service TV station with talk shows on items of interest in the village, news broadcasts and other live programming.
